Context of intervention
The humanitarian aid organization “Medicos del Mundo” is the Spanish division of the international network Medecins du Monde/Doctors of the World (MdM).
MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine (Luhansk and Donetsk oblast, government and non-government-controlled areas – GCAs and NGCAs). The program is implemented around three main components: direct delivery of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS) and gender-based violence (GBV) prevention and response services); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy. In addition, MdM support the health system in response to COVID-19 pandemics in Eastern Ukraine.
In November 2020, MdM launched a 3-year project having for an objective to increase resilience of communities and the local health system in Donetsk and Luhansk region (GCA) by improving availability and access to quality healthcare services to meet health needs of the conflict affected population with a special focus on vulnerable groups (people with disabilities, women, elderly people). The project will link MdM humanitarian assistance with transitional aid/development activities resulting in creation of a sustainable access to health and social services in communities affected by the conflict.
A field team in place is partly based in Kyiv, in Severodonetsk, Stanitsa Luhanska and Bakhmut.
MAIN RESPONSIBILITIES
Under the supervision of the General Coordinator (and of Administrative Coordinator for specific tasks) s/he is in charge of assisting management of the mission regards to:
- Liaising
- Security and humanitarian context follow-up
- Support and assistance to the General Coordinator
TASKS DESCRIPTION:
Liaison work
- Establish an effective communication system with the different stakeholders (other (I)NGOs, authorities, UN agencies) under the supervision of the General Coordinator
- Facilitate the meeting of MDM staff to authorities and institutions
- Prepare reports to authorities on demand of GenCo
- Develop contacts in relevant Ministers
- Accompany the General Coordinator (or other coordinators if necessary) to meetings for humanitarian coordination, security or represent the General Coordinator (or other coordinators) by delegation if requested
- Preparation and dissemination of external meeting minutes
- Put in place and update a database with list of external contacts
- Ensure follow-up of partnership in support of Coordination team: planning and organization of meetings, follow-up of responsibilities and of reporting.
- Develop and update a mapping of local NGOs/civil society
Security and humanitarian context follow-up
- Research and collect any useful information and data relating to the context that are relevant for the strategic development and positioning of MdM.
- Search information on the current national legislation related to MdM operations in Ukraine
- Assess on a regular basis the security context through press review and send it to the General and Field Coordinators
- On request of GenCo, liaise with security services
- Develop follow-up of security, humanitarian and institutional changes in NGCA
- On request of GenCo, provide inputs for “context part” for internal or external reports
Administrative/legal support – under technical supervision of the Administrative Coordinator
- On specific demand of AdminCo or GenCo, support for the writing of contracts, MoUs, partnership agreements
- Advise and support the mission for all legal/administrative procedures related to Ministry of Justice/Fiscal department/statistics, or for legal questions related to MdM humanitarian activities.
- Follow-up of VAT exemption file and registration
Support to General Coordinator
- Preparation and dissemination of internal meeting minutes
- Contribute to monthly Sitreps
- Prepare briefings of visitors/new team members : context/security.
- Prepare and update welcome pack.
- Prepare tools that can support the mission management (presentations, fact sheets, etc.)
Other duties
- Work closely with the all the team, translating and interpreting from Ukrainian or Russian / English and vice-versa
- Behave according to MdM standards of confidentiality, ethics, and code of conduct
- Facilitate the visits of applicants and visitors to the MdM staff
- Perform any additional duties on instruction given by the General Coordinator related to MDM project in Ukraine

REQUIRED QUALIFICATIONS:
Academic background: Minimum bachelor’s degree in law, public relations, communication or other related fields
REQUIREMENTS:
Language requirements:
- Ukrainian and Russian
- English advanced (written and oral)
Computer requirements: Competency in Microsoft Office Environment.
EXPERIENCE:
The successful candidate must have:
- Significant experience working with NGOs
- Knowledge of global context in eastern Ukraine
- Experience in outbreak management, emergency response, and community resilience
- Experience in working and meeting with local authorities, partners and staff in a complex context
- Ability to have a global overview of a program
