Background:

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of  Human Resources Assistant with its Head Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

NOTE: This is a short-term position; expected duration of appointment/assignment is about of 5 months and 29 days.

Tasks and Responsibilities:

Under the direct supervision of the National Human Resources Officer, the incumbent provides a variety of administrative and secretarial support services in Human Resources Unit according to predefined work schedule and in accordance with the OSCE SMM Regulatory Framework.

The Human Resources Assistant will perform the following tasks:

  1. Preparing employment certification letters for the actual and former Mission members to certify their contractual relationship with the Mission, diplomatic status in the host country, income, and other entitlements; requesting information and verifying records with HR and Payroll, as necessary;
  2. Preparing travel support letters for SMM Mission members and SMM contractors to facilitate the border crossing process; 
  3. Preparing applications for diplomatic accreditation of the Mission members and contractors, drafting notes verbales, submitting applications to the Ministry of Foreign Affairs of Ukraine, and coordinating the accreditation process with the administrative point of contact in the Protocol Department of the MFA. 
  4. Filing relevant documentation in the established personnel records systems, both paper-based and electronic, ensuring documents are properly organized; 
  5. Providing assistance to visitors to the Human Resources Unit, informing and directing them to the appropriate Human Resources staff; answering office telephone calls; receiving, directing and mailing all hard copy correspondence and documentation;
  6. Providing general secretarial support to Human Resources Unit and clerical tasks as may be required by National Human Resources Officer; Ordering office stationary and providing the HR Unit with office supplies;
  7. Performing other duties as assigned.

Necessary Qualifications:

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education accompanied by courses in HR administration/ secretarial techniques, or other type of training relevant to the job;
  • Minimum three (3) years of relevant work experience in an office environment in HR and/or administrative field, part of which should preferably have been in international environment. 
  • Prior experience in the use of ERP systems (SAP /ORACLE) is an asset. 
  • Professional fluency in English, Ukrainian  and Russian languages, excellent written and oral communication skills in the mentioned languages;
  • Computer literate with practical experience in MS Windows and Microsoft Office applications;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 872.33 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
