Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC is seeking a highly qualified and dynamic professional to serve as a Monitoring, Evaluation, Accountability & Learning Manager (MEAL Manager) for DRC-DDG Ukraine.

In the role of the MEAL Manager, you will be responsible for providing leadership and technical expertise to ensure quality and consistency in the development and implementation of monitoring, evaluation, accountability and learning approaches within the CO.  The MEAL Manager will be responsible for designing and implementing the MEAL activities of projects in Ukraine in coordination with Programme Managers; assisting the Head of Programme and Grants Manager in preparing quarterly/annual reports on project progress and monitoring project activities on a regular basis, developing and maintaining project M&E tools and products. The MEAL Manager also will be responsible for managing the Monitoring and Evaluation team and the capacity building of the team. The MEAL Manager is the primary contact point for M&E and Accountability with Headquarters, and will provide strategic guidance for MEAL in Ukraine. 

Your main duties and responsibilities will be:

Management and supervision

• Lead and manage the Monitoring & Evaluation team (including people planning, performance, well-being and development).

• Provide technical support to field-based Monitoring & Evaluation staff to ensure coherence in data collection and analysis to support program development and quality.

• Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs.
 • Coordinate and oversee all aspects of the Monitoring & Evaluation processes.

• Oversee the process of needs assessments, baseline studies and impact assessments.

• Lead the development of Monitoring & Evaluation strategies, tools and ensuring coordination of the Monitoring & Evaluation teams input to the country strategy, proposals and reports.

• Provide technical support in the development of information systems for sound management of databases.

Monitoring and Evaluation 
 • Provide technical support to the Programme department during the development of funding proposals, particularly log frames and Monitoring & Evaluation frameworks and plans Support the Programme in developing strong indicators and logical frameworks for new projects.
 • Support the Programme Managers with the active implementation of their Monitoring & Evaluation plans, ensure Monitoring & Evaluation plans are updated timely and Monitoring & Evaluation findings are in place for all donor reports.
 • Provide technical support and coordinate with field staff to develop tools and methods for data collection, for example, surveys, assessment and beneficiary data and support the analysis and report writing.

• Provide capacity building in Monitoring & Evaluation for partner organisations to ensure their activities meet the required standards.

• Continuously improve and update data collection tools, so they can be used in a particular context.
 • Organize, participate and collect field data and process/analyze this data. Assure the quality of data collection and data entry processes.
 • Take part and carry out assessments, evaluation and any other form of survey or review of projects.
 • Conduct periodic activity monitoring and site visits to the field to monitor data collection/implementation.
 • Guide the regular sharing of the outputs and the Monitoring & Evaluation findings with projects staff and implementing partners. 

• Ensure that DRC is able to articulate and document relevant best practices and lessons learned.

• Review assessment tools.

• Take the lead in supporting external evaluation consultancies of DRC projects.
 
 Accountability 
 • Coordinate the design and implementation of accountability systems for DRC projects working closely with relevant managers.
 • Build the capacity of staff to plan and implement effective accountability systems for the country Programme.
 • Strengthen the beneficiary and feedback complaint mechanism.

Learning and project quality
 • Donor focal point for Monitoring & Evaluation components of projects
• Participate in Project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects and/or Programmes
 • Regularly present key Monitoring & Evaluation findings to the Senior Management Team for further development
 • Support DRC’s aim for further strengthened integrated programming and actively propose ways of achieving this using Monitoring & Evaluation findings.

Required experience and competencies:

  • Bachelor’s Degree in humanitarian and/or development studies, social policy or a related subject; Master’s Degree in the related field would be an added advantage.
  • Minimum of 4 years of work experience within the field of monitoring and evaluation. 
  • Strong understanding of Monitoring & Evaluation principles and processes.
  • Technical training on MEAL and CHS aspects would be a considerable advantage.
  • Leadership skills and competence in people management.
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities.
  • Experience working in monitoring and evaluation of relevant Programme sector.
  • Experience in developing/guiding information management systems for large humanitarian programs. 
  • Experience in participatory assessment and community-based monitoring approaches. 
  • The clear understanding of Core Humanitarian Standards (CHS).
  • Experience with capacity building of staff, and in convening and facilitating trainings and workshops.
  • Full professional proficiency in English, including excellent analytical and report writing skills.

We offer

Contract length: This is a maternity leave position. The contract will be signed for 3 months with possibility for extension.

Level: F-1

Start date: January 2022 (second half of December 2021 could also work for hand over)
