Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional 

Project Coordinator (Kyiv, full time)

The project coordinator is a team member (advisor) in the GIZ-project “Support of the Ukraine Energy Efficiency Fund (EEF) and the climate-friendly Reform Agenda (S2I)”. This project is funded by the Germany Ministry of Environment BMUB) through the International Climate Initiative (IKI). The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in close cooperation with the Ministry for Regional Development, Building and Housing (MinRegion). 

In addition, the project coordinator ensures synergies with the project “Energy efficient district Lviv”. The project coordinator supports those project components that have a direct link to the S2I-project, for instance the component on the municipal support programme and the component on knowledge sharing. 

The objective of the project is to support the operationalisation of the Ukraine Energy Efficiency Fund (EEF), especially its technical function. In addition, the project supports in coordinating Technical Assistance (TA) services provided by other international institutions as well as contributing to the overall housing and municipal services agenda in Ukraine

Tasks

  • Supports the project director in the operational planning and execution of the project, including reporting and monitoring
  • Supports the project director in coordinating project activities with the European Delegation, World Bank, IFC, UNDP and other development partner
  • Plans and coordinates technical advisory services provided by the project
  • Coordinates, backstops and provides quality control of the service delivery external service providers
  • Supports in the organisation of trainings, information events and workshops. 
  • Responsible for the orders and measures in the project that are assigned to him
  • Ensures the compliance of all project partners and consultants partners with GIZ policies and with agreed tasks and contributions; ensures the full implementation of the agreed tasks supporting the partners (operational plans)
  • Ensures and prepares regular steering committee meetings in order to define future areas of support to the partner
  • Initiates technical assistance projects within the scope of the order and in line with the project’s annual planning as well as upon prior consent with the superior and manages subsequently all missions of international and national experts to the focus regions independently
  • Shares proactively all relevant developments and information with the responsible team members and partners
  • Ensures to a very far extent that all relevant stakeholders in the process of establishing the EEF are sufficiently engaged in the process and a high level of transparency is maintained
  • Ensures sufficient and timely support by the entire (administrative) team making use of their respective responsibilities and expertise; providing team members with clear instructions
  • Actively works with and advises technical staff members and external advisors of the Energy Efficiency Fund (EEF) and the Ministry for Regional Development, Building and Housing (MinRegion)
  • Conceptualises, organises and delivers training and capacity building activities for the EEF as well as for energy auditors, Homeowner-Associations, municipalities and other stakeholders.
  • Prepares technical documents such as energy audit templates and building renovation guidelines
  • Contributes to designing and refining operational procedures of the EEF, including the management of call for proposals and the technical assessment of grant applications.
  • Develops technical tools and standards for the measuring and monitoring of (aggregated)
  • advises partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and provides technical input 
  • Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach
  • Contributes to preparing and implementing the coordination process, joint project also with other (international) institutions
  • Formulates Terms of Reference and selects and supervises third parties in the course of carrying out project activities, including performance evaluation and ensuring timely delivery of satisfying results
  • Drafts and monitors the development and implementation of project plans and activities in close consultation with superior and partners
  • Deals with the technical design, preparation and implementation of workshops, seminars and other events on issues related to the project’s area of activity. 
  • Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
  • Monitors project progress and the activities, reviews reports and documents on the progress of joint programmes, identifies bottlenecks and recommends alternative management options to the programme manager is responsible for seeing that the services provided by the consultants are aligned with the partners’ needs and the quality of products meets the requirements
  • Initiates, holds and follows up on regular steering committee meetings with essential partners of the project 
  • Ensures cooperation, regular contact and dialogue with partners; cooperates with relevant organisations and with other projects to improve and maintain good working relationships
  • Ensures exceptionally high transparency of the project’s activities; proactively also engaging critical institutions and individuals
  • Business trips (abroad) and to various regions within Ukraine are to be expected, in accordance with project requirements

Requirements

  • At least 5 years professional experience in energy efficiency in Ukraine, ideally in international organization, preferably in the international development cooperation sector
  • Good knowledge in organising and delivering trainings and capacity development measures
  • A plus: Experience in performing energy audits or (conceptual) design of building renovations
  • Experience in the management of donor-funded grant schemes (call for proposals) or credit lines operated by International Financial Institutions (IFIs)
  • Ideally practical experience in working with or advising Homeowner-Associations (HOAs)
  • Good knowledge of and existing network in the construction, building materials and professional services sector 
  • Very good working knowledge of ITC technologies (related software, email, internet) and computer applications (e.g. MS Office)
  • Excellent capabilities in working in a structured and result oriented manner; high professionalism and reason based argumentation even in sometimes disputed and emotional settings
  • A proven track record in a coordinating position
  • Full working level command of Ukrainian, Russian, English. German knowledge should be aspired if not yet existent
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management 

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is till December 2023.
