The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 18,000 field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 500 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk.

      AIM OF THE POSITION

The Access to Education (A2E) Project Officer based in Kyiv will support A2E Coordinator in the implementation of A2E Strategy in the Ukrainian context. The ultimate goal of the strategy is to ensure continuity and safety of education for all-aged learners and address the vulnerabilities of affected students, teachers and school communities in the conflict affected areas in the east of Ukraine. This includes, but is not limited to, assessment and analysis of education-related needs in conflict affected communities, analysis of the national education policy framework, advocacy work with the national and local authorities in the field of education, development of humanitarian response and support to the field teams in its implementation adapted to the context of the environment. 

      CORE RESPONSIBILITIES

  • Collects and analyses relevant education-related data, incl. national regulations, and provides regular updates through different internal reporting mechanisms
  • Facilitates the programme implementation incl. procurement procedures, delivers internal reporting, and measures the impact of access to education programmes in the area
  • Travels to the locations where ICRC implements education-related projects (currently offices in Severodonetsk, Slavyansk, Mariupol, Donetsk and Luhansk) and supports teams working in those location
  • Provides support to A2E Coordinator in education projects’ identification, project writing, monitoring, and advocacy work
  • Participates actively in internal and external meetings and produces minutes thereof when necessary
  • Reports events and changes within the region that could have an impact on ICRC activities and hence provides sound elements allowing the development of education objectives and priorities
  • Monitors developments in the conflict and provides upon request analysis and statistics on education related issues
  • Knows and adheres to the A2E strategy, and is able to explain and promote the methodology both internally and with relevant interlocutors
  • Actively communicates with the ICRC departments and fosters multidisciplinary of interventions

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

POSITION REQUIREMENTS

      Education and professional qualifications

  • University degree in Education, Social Work, Psychology or another relevant social sciences discipline
  • Two to three years of working experience in the Education field, preferably in project management for a non-governmental organization and ideally in combination with experience of working in schools
  • Knowledge of the relevant national and international standards and guidelines related to the education in emergencies and child protection
  • Experience in data collection and analysis, particularly different methods of needs assessments (such as interviews, focus group discussions, surveys, observation)
  • Experience in training design and delivery
  • Good knowledge of spoken and written English.
  • Computer proficiency
