Background

HelpAge International helps older people claim their rights, challenge discrimination and overcome poverty so that they can lead dignified, secure, active and healthy lives. HelpAge in Ukraine has responded to the prolonged armed conflict in the eastern parts of Ukraine since 2014, and offers protection services, homebased care and runs community safe spaces for older people and people with disabilities, affected by the conflict and on both sides of the conflict. 

HelpAge has its country office in Kyiv, and operates field offices in Severodonetsk and Slovyansk.  

Job purpose

To support the financial management of HelpAge Ukraine programmes and office operations, ensure compliance with relevant donor guidelines and HelpAge policies. 

Job Content/Key Tasks:

Financial Management and Accounting (incl. taxation, use of SUN system) (25%)

  • Assist overseeing the year-end procedure, and ensure that all financial returns are completed accurately and to the required timescale;
  • Assist preparing monthly financial accounting reports according to monthly financial cycle;
  • Support during internal and external audit;
  • Check and verify supporting documents, including coding, authorization level, validity, and sufficiency; 
  • Assist preparing payroll for local staff and consultants and provide relevant data to HR focal person in regards to payrolls;

Cash management (30%) 

  • Assist managing the petty cash according to organizational and country rules and regulations; 
  • Assist reconciling daily cash book with cash count; 
  • Processing of financial documentation (vouchers, supporting documents, etc.) and maintaining the internal expenditures control system;
  • Assist maintaining SUN system cash books daily based on the finance supporting documents according to finance manual and guidelines;
  • Assist in cash transfers to the field & reconciliation of transfers at month end;
  • Support the Finance Team with the production of a consolidated country cash request for Head Office;
  • Assisting uploading all cash books into SUN system according to monthly financial cycle;

 Banking (25%)

  • Assist managing bank transfers and link with banks on cash issues;
  • Collect bank statements and perform bank reconciliations;
  • Support relevant office with opening of bank accounts;
  • Support HelpAge staffs with getting bank accounts and bank cards to facilitate payroll process;

Admin, Coordination and Reporting (20%)

  • Submitting reports to authorities on tax/any related matters according to country rules and regulations;
  • Actively contribute to the weekly Support Services staff meeting;
  • Maintain the filing system on a daily basis, including scan and filing of supporting documents;
  • Undertake any other duties as discussed with the Finance/Admin Manager to fulfil the objectives of the programme 

 PERSON SPECIFICATION: 

 Essential

  • Accounting qualification or qualified by experience
  • Experience of working in a multi-disciplinary team
  • Excellent analytical, planning skills and attention to detail
  • Good communication skills
  • Good Command of English/Ukrainian/Russian
  • Knowledge of labour law, tax policies in Ukraine
  • Ability to maintain accurate and transparent data system
  • Advanced knowledge of spreadsheets mainly Excel

Desirable

  • Experience of accounting procedures of international donors
  • Experience of development, implementation and monitoring of finance and administrative systems and procedures.
  • Experience of computerised accounting systems
