MHPSS Project Manager

Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

 Place of work - Dnipro, Dnipro region.

Qualifications

Education Degree: University degree in psychology (or related field), Master in clinical psychology, training in CBT-based and other evidence-based Interventions as a plus.

Work experience: At minimum 2 years of clinical practice in mental health care and at minimum 2 years of experience with an NGO

As a plus will be previous experience in community and public health, in scalable MHPSS programs (such as PM+, mhGAP, Children resilience), in trauma-focused therapy, in working with displaced populations. Experience and ability to work in unstable environments

Language Skills: Fluent in English, Ukrainian and Russian. 

Knowledge & skills: Good writing skills, strong project management skills, solid programmatic, financial, and organizational planning skills. Knowledge of MHPSS programming. 

Knowledge of procedures: institutional donors (OFDA, ECHO, AAP, UN agencies etc.), MHPSS intervention in Eastern Ukraine, good knowledge of IASC MHPSS guidelines, knowledge of integration of mental health and psychosocial support services in primary health care settings will be asset. 

Computer skills: Confident user of Microsoft Office (with focus on Excel and Word) and Outlook Express.

 Tasks and Responsibilities: 

 ENSURE IMPLEMENTATION AND MONITORING OF MHPSS PROGRAM 

  1. Ensures implementation, monitoring and evaluation of MHPSS activities, according with the strategy defined. 
  2. Ensures all activities are in line with the PUI Intervention Framework for MHPSS 
  3. Works in close collaboration with the Field Coordinator and Health Coordinator on the strategy for the MHPSS activities he/she is managing. 
  4. Works in close collaboration with the Medical team in the field to ensure an integrated approach.
  5. Ensures proper functioning of MHPSS activities falling under his/her responsibility and ensures compliance with goals defined in the project proposal/s. 
  6. Manages the day-to-day activities of the MHPSS activities according to Donor and PUI guidelines.
  7. Ensures that project planning and monitoring tools are up to date and accurate. 
  8. Follows up weekly data entry by the MHPSS staff, and compiling the monthly report in line with project and donor requirements. 
  9. Follows up the progress, challenges and achievements towards project targets and indicators in PSS activities and informs his/her line manager of any serious challenge in this regard.
  10. Provides support for the development of key MHPSS messages for IEC, community activities and communication materials.
  11. Provides support to the development of MHPSS trainings to health workers and sessions to beneficiaries.
  12. Analyses MHPSS data and other sources of information to assess progress and recommends improvements 
  13. Follows up the logistics, HR, and financial aspects of the project.
  14. Ensures the quality of the service provided.
  15. Ensures proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals. 
  16. Assures the data protection protocol regarding patients.
  17. Ensures information is timely added to PMTs, including data for indicators and updates in work plan.
  18. Drafts MHPSS sections of reports to donors.

SUPERVISE THE MHPSS TEAM AND ENSURES CAPACITY BUILDING

  1. Ensures the application of the Internal Rules of Procedure of PUI for the mission, and guarantees that they are known and respected by the teams. 
  2. Plans and organizes recruitments according with the needs of the projects, by creating and/or updating job profiles / job descriptions and participating actively in the hiring process (interviewing, testing, etc.).
  3. Participates in any decisions related to the termination of employment contracts of team members. 
  4. Ensures that each staff is subject to a written evaluation at least once per contract period and per year, and at a minimum before leaving office. 
  5. Creates coordination mechanisms specific to the projects and ensures proper management of all the medical staff. 
  6. Identifies the training needs of the team and addresses them (organizational and medical support, methodology, organization of training sessions…). 
  7. Constructs the organizational chart of the team, and has it endorsed by the Field Coordinator and Admin Base. 
  8. Ensures technical supervision of the MHPSS staff with the support of the HQ MHPSS Technical Referent, and provides advice/guidance to improve the practices. 
  9. Supports the staff under his/her direct management in the fulfilment of their duties by ensuring that agreed activities and procedures are regularly and timely performed by PSS team.
  10. Follows up plans and organizes capacity building and training based on training needs assessment and project objectives.
  11. Solves team conflicts, if any occurs among the team.
  12. Ensures team building among his/her team.

 ENSURE LOGISTICAL AND ADMINISTRATIVE SUPPORT FOR MHPSS PROGRAM

  1. On a monthly basis, provides the Administrator with all information necessary for the development of cash flow estimates specific to his/her program(s). 
  2. Ensures that HR documents (attendance sheet, leave request, etc.) are communicated to the Administrative Manager on time. 
  3. Ensures that the monthly budget tracking of the program(s) falling under his/her responsibility is up-to-date, participates in analyses, detects possible anomalies, and proposes adjustments. 
  4. In coordination with the Logistics Manager, he/she organizes the logistical components of his/her programs (delivery, distribution, on-site storage, etc). 
  5. Communicates to the Logistics Manager on a weekly basis his/her needs related to vehicles and communication equipment for the implementation of programs.  
  6. Prepares purchase requests according with the MHPSS needs and ensures proper communication of specifications.

 INTERNAL AND EXTERNAL LIAISON 

  1. Participates in external MHPSS Sector Coordination meetings. 
  2. Together with Health PM create or update the referral pathway of psychiatrist patients.
  3. Reports continuously to the Field Coordinator on the achievement of his/her objectives, the implementation of the program and the needs identified on the field.
  4. Reports to Health Coordinator and HQ MHPSS Technical Referent on the required technical aspects.
  5. Communicate the needs and requests of his/her team to the other departments, using the proper communication channels, and ensuring his/her team does the same with proper anticipation and level of formalization.

 ENSURE THE SAFETY OF PROPERTY AND PEOPLE

  1. Ensures that the safety plan is known by the team falling under his/her responsibility, and that safety rules are respected. 
  2. Contributes to data collection on safety issues in his/her field of operations and disseminates them to the Field Coordinator regularly or on an ad-hoc basis if urgent. 
  3. Ensures that projects, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons at risk of harm. 
  4. Ensures that members of his/her team and daily paid workers, as the case may be, are provided with safety gear adapted to their activities (for example: Covid-19 protection) 
  5. Responsible for the compliance to the security policy on the activity sites, in PUI subbases and during the movements of his/her team. 
  6. Reporting on the security situation to Field Coordinator and to Log/Security Assistant.
  7. Ensuring PUI security regulations are implemented by the program team, and that the proper validations are obtained.
  8. Contributing to PUI’s security analysis by his/her input upon request.

CONTRIBUTE TO THE DEVELOPOMENT OF NEW PROPOSALS

  1. Participates in identifying health-related needs in coordination with the Field Coordinator and Health Coordinator. 
  2. In the context of identifying new operations, he/she contributes to the preparation of project proposals for the health sector or other, as per request. 
  3. Participates in the strategy development of the mission.
