Supply Chain Officer

Danish Refugee Council is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

Since 2014, DRC has been working in Ukraine with the goal of providing immediate support to internally displaced persons (IDPs) and the affected population in the east of the country. The head office of the DRC in Ukraine is located in Kyiv, the program branches are in Mariupol, Slovyansk and Sievierodonetsk.

DRC Ukraine is looking for Supply Chain Officer based in Sloviansk.

Overall purpose of the role:

This role has a base focus and ensures compliance to DRC procedures and guidelines at base level. The role contributes to the development of base strategies, which are translated into action plans and completion of day-to-day tasks.   

Your main duties and responsibilities will be:

• Support and administration
  • Receiving PRs from the programmes in Sloviansk, Severodonetsk and DDG locations, make a preliminary check and register with the PR Tracker

  • Spread the assigned workload with the Supply Chain Assistant in Severodonetsk and Fleet management Assistant

  • Ensure that monthly payments for the recurring services (vehicle inspection, medical examinations, car wash, office related services) are made in time

  • Ensuring all the procurement processes are in line with DRC Operations Handbook
  • Maintaining the assets list and relevant Dynamics records
  • Warehouse management, including reporting and alert mechanism to program staff.
  • Assist in recruitment, training and capacity building of the logistics team
  • Coordination of programme staff to ensure logistics involvement in the whole programme cycle
  • Procurement of all goods and services
  • Track all orders, purchases and deliveries, ensure that the PR tracker is updated
  • Ensure that all logistics specific donor rules and policies are understood and respected
  • Oversight of all purchase and service contract to ensure DRC's interests are protected
  • Control over the vehicle fleet management function
  • Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts
  • Fixed asset management
  • Ensure DRC supplier due diligence is effective in the relevant context
  • Correctly apply ERP supply chain processes

Required experience and competencies

• Minimum 2 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management
• Relevant university degree in Logistics and/or Supply Chain Management or equivalent professional qualification
• Good understanding of the procurement rules and regulations of major international donors
• Excellent skill in MS Word, Excel
• Working level English proficiency, ability to make contracts in English
• Fluency in Ukrainain and Russian
• Knowledge of local business practices, business related legislation
