MdM is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including Spain. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM Germany implements the project activities directly in collaboration with MdM Spain as well as in close cooperation with the relevant authorities, public health facilities and communities in the target area.

 MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine (Luhansk and Donetsk oblast, government and non-government-controlled areas – GCAs and NGCAs). The program is implemented around three main components: direct delivery of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS) and gender-based violence (GBV) response services); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy. In addition, MdM support the health system in response to COVID-19 pandemics in Eastern Ukraine. 

In November 2020, MdM launched a 3-year project funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) having for an objective to increase resilience of communities and the local health system in Donetsk and Luhansk region (GCA) by improving availability and access to quality healthcare services to meet health needs of the conflict affected population with a special focus on vulnerable groups (people with disabilities, women, elderly people). The project will link MdM humanitarian assistance with transitional aid/development activities resulting in creation of a sustainable access to health and social services in communities affected by the conflict. 

 

  1. Essential duties / HR

 Under the direct supervision and technical guidance of the Medical Coordinator (MedCo), the Deputy Medical Coordinator contributes in the design and implementation of MdM’s medical activities.

S/he is directly supervising the health program manager(s) in NGCA and supports the medco in supervision of the Health managers in (GCA). 

S/He manages the performance of MdM’s medical staff, providing technical support for the accomplishment of the main objective of the operation, to improve access to healthcare for the conflict-affected populations of Eastern Ukraine.

S/He provides managerial assistance to the health managers through capacity building activities, including trainings, workshops and field visits.

  1. Program Management 

 Project Implementation

  • To assist the MedCo in the quality implementation of the general MdM medical activities according to plans.
  • To provide supervision and technical support to the Health managers (GCA, NGCA) on their daily tasks and ensure effective and efficient implementation of the planned activities.
  • To ensure that all components of the program are consistent and in line with medical needs and standards.
  • To ensure that Medical teams are reporting within agreed timeframes and in respective quality. 
  • To participate in needs assessments, data collections, and monitoring visits with other MdM staff

 

Medical Team Support 

  • To support MedCo and MHCo to assess needs, plan and conduct workshops and trainings in coordination with Health managers. 
  • To contribute in the design of trainings (on the job training, training on health education, capacity building on reporting, pharmacy management etc...) in coordination with MHCo and MedCo.
  1. Technical Support
  • To participate to the recruitment of medical local staff, upon request.
  • To support the team in the implementation of MdM/national Health Guidelines and procedures 
  • To ensure timely reporting of Health staff.
  • To coordinate technical visits and hold regular meetings with MedCo and MHCo with prior agreement of FieldCo.
  • To coordinate and work together with MedCo and technical support officer for the supply of drugs, equipment and consumables.
  1. Coordination with NGOs, local associations

Upon request of the MedCo:

  • To maintain regular contacts with other medical NGOs and organizations, through meetings, training, workshops, etc.
  • To attend regular Health Cluster meetings at national level if Medco is not attending. 
  • To ensure coordination and communication with health partners and MdM project partners in collaboration with liaison officer/advocacy teams. 
  • To provide a short summary of meetings attended.
  1. Reporting
  • To ensure the availability of activity reports to feed the medical reports.
  • To analyse the medical data on a regular basis and set up corrective measures in coordination with MedCo and/or FieldCo. To inform and discuss with MedCo irregularities in the system.
  • To contribute to the monthly reports detailing activities done, supervision, training given, assessments undertaken etc. 
  • To contribute to the quarterly/annual medical reports
  • To follow up health program issues and sharing of information with MedCo.
  • To propose quality assessment reviews for the health activities.
  1. Other
  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality of services 
  • Perform other additional duties on request of Medical coordinator.

Profile required: 

  • Medical Doctor with a relevant background on health studies. 
  • Significant national/international experience working with NGOs
  • Knowledge of public health issues 
  • Experience in outbreak management and emergency response specially on Non-Communicable Diseases is an assist. 
  • Knowledge of Ukrainian policy and national guidelines. 
  • Experience in working and meeting with local authorities, partners and staff in a tricky context
  • Ability to have a global overview of a program (not only on medical plan)
