MAIN DUTIES: This is a non-supervisory position reporting directly to the Voucher Examiner Supervisor. The incumbent provides vouchering support in the Voucher Unit; acts as the Mission Value Added Tax (VAT) Coordinator for the Embassy, USAID and Peace Corps performing accounting and examining functions for all VAT reimbursement claims (both official and personal) to ensure their accuracy, legality and administrative compliance with applicable Ukrainian government regulations; serves as Proxy designated submitter of travel and allowances claims for the Permanent Change of Station (PCS) travel expenses for more than 130 U.S. Direct Hire Officers; maintains and/or assists in the maintenance of a current Accounts Receivable program; assists with preparation and submission of draft invoices in eInvoicing; responds to any eInvoicing issues, inquiries on status of vendor statements and questions from Post Support Unit (PSU); prepares vendor codes with complete banking information for the RFMS financial system; performs filing and disposition of records according to 5 FAM Records Management Handbook. 

REQUIREMENTS: 

EXPERIENCE: One-year prior experience in customer service environment with responsibility in general administrative functions, financial accounting, auditing, economics, and/or bookkeeping.

LANGUAGE: Good working knowledge (writing/speaking/reading) in English*

Good working knowledge (writing/speaking/reading) in Ukrainian and Russian.

EDUCATION: Completion of secondary school is required.

SKILLS AND ABILITIES: Good communications skills for effective customer and interpersonal relations. Ability to use personal computer for creating and maintaining Excel or Access spreadsheets and databases. Effective use of calculators. Proficiency with numbers, formulas and mathematics, and able to apply auditing techniques.

JOB KNOWLEDGE: Basic knowledge of local tax laws specifically as pertain to VAT for diplomatic personnel. Good working knowledge of auditing procedures and practices.
