SENIOR HEALTH PROGRAM SPECIALIST – 2 positions

based in Kyiv

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk and Odesa.

      AIM OF THE POSITION

The Senior Health Program Specialist provides essential assistance to the Health Department in Kyiv in implementation and coordination of the medical assistance program in Ukraine under ICRC mandate.

CORE RESPONSIBILITIES

• Maintains a network of contacts with key health interlocutors at the national level (Ministry of Health, local NGOs, other relevant interlocutors)
• Contributes to the development of the ICRC Health operations in Ukraine analyzing environment and trends in the health sector, assists the Health Coordinator in adjusting the operational response to the national settings
• Drafts programmatic documents, such as strategic papers, analytical reports, guidelines, standard operational procedures, etc. Prepares reports in written English regarding meetings where s/he participated or following assessments (Minutes of Meeting, Field trip reports, etc.)
• Collects and collates data to monitor the impact of ICRC health programs.
• Works collaboratively with other members of the Department and Delegation.   
• Supervises junior staff working for the medical department, coaches them.
• Participates to the meetings upon the request or supervisor, translates into English from Russian or Ukrainian

POSITION REQUIREMENT

Education and professional qualifications

• Advanced knowledge of spoken and written English
• Fluency in Ukrainian and Russian
• Good computer knowledge (knowledge of the Microsoft Share Point, Word, Excel, PowerPoint, IBM Lotus Notes, will be an asset)
• Knowledge of statistical applications is an asset
• Capacity to adhere to and to implement internal procedures
• Good communication skills
• Proven program management skills and team building competencies
• Able to work in an austere environment involving field trips
• Ability to work methodically with demonstrated analytical skills
• Able to be effective agents of change management
• Ability to assess and determine importance of competing priorities

Highly regarded

Nursing certificate or graduate as Medical Doctor or Pharmacist

• Postgraduate master's degree/diploma in public health or health management a strong asset
• 5 to 6 years’ work experience in medical or humanitarian sector
