Technical Professional  (full time, Kyiv)

The Technical Professional will join the Good Governance (GG) Cluster I to support its program and projects. The GG cluster is working with different Ukrainian government institutions on national and municipal level in the areas of good financial governance, integrated urban development, Eastern Partnership regional cooperation as well as EU Association of Ukraine.

The job holder is responsible for the professional and organizational support of the cluster’s measures and activities and supports the programme coordination. She/he acts in coordination with the cluster management and takes over assignments related to the strategic planning, steering and monitoring of the cluster as well as participates in the development of internal processes, follows up concluded agreements, prepares status reports and reviews, participates in the planning of internal workshops or other events.

The job holder also contributes to the conceptual and administrative design, adjustment of the cluster and ensures appropriate knowledge management within the cluster. The expert networks with other clusters of GIZ Ukraine as well as with the relevant units of the GIZ Head Office. The cluster expert supports, develops and maintains a network of contacts among Ukrainian government agencies and NGOs as well as in the international community.

The cluster expert also utilizes her/his contacts in coordination with her/his manager to acquire new orders for the company.

The job holder observes the political situation in Ukraine and the development cooperation in the context of the activity areas of the cluster’s projects (Integrated urban development II ISU II; Innovation Lab for the EU Rapprochement of Ukraine (InnoLabEU), Good financial governance III GFG III and the Regional Eastern Partnership Fund II RF OP OV II). The cluster expert knows the strategic focus of government agencies, NGOs and international organizations.

Tasks and responsibilities:

  • supports the cluster coordinator (CC) and the cluster management team in the professional and administrative steering of the cluster.
  • supports the cluster coordinator in acquisition and coordination among donors.
  • supports – in coordination with the cluster coordinator and the projects’ AV – processes in the cluster’s projects, whenever required.
  • is responsible for the analysis of the reform efforts of the Ukrainian partners and identification of their support needs.
  • is responsible for the planning and further development of the advisory approach based on the Good Governance concept.
  • is responsible for the support of the advisory support to be provided in line with international and GIZ quality standards.
  • is responsible for the impact monitoring and documentation concerning the relevant tools in coordination with the cluster’s and projects’ M&E experts (for instance, programme reports, impact monitoring of the programme and aggregated impact indicators, website).
  • is responsible for the support of the projects in quality assurance for documents and processes related to order management, including brief comments, preparation of offers, project navigator and reporting.
  • is responsible for the integration of professional expertise in the cluster.
  • is responsible for initiating and planning cluster events.
  • issues and coordinates preparatory documents for cluster-relevant contracts concerning the purchase of services and goods.
  • follows up the execution of contracts and examines the correctness of invoices that are relevant for the cluster.
  • follows up and monitors the planning and use of cash funds.
  • sets up a folder with cluster-relevant documents in the DMS, on the project server and on the project’s website. The folder shall be set up in a systemic way and shall be comprehensible to third parties.

Required qualifications, competences, experience

  • University degree in economics, law, administration, political sciences or in other similar fields.
  • 5 years of working experience in a similar position in public administration, cooperation for development or at NGOs.
  • Good working knowledge of IT and communication technologies (relevant software as well as telephone communication, MS Teams, SharePoint, e-mail, Internet) and computer applications (for instance, MS-Office).
  • Team player with a high level of inter-cultural communication skills.
  • Ability to act pro-actively and responsibly, including work in a stressful environment.
  • Very good command of Ukrainian, Russian, English and German (C1).
  • Outstanding management and organizational skills.
  • Ready for occasional business trips, including trips abroad.
  • Ready to improve her/his qualification in line with her/his area of responsibility. Relevant upskilling measures are agreed with the manager.

Employment conditions

Full-time position with 40-hours working week. The contract duration is 1 year with a possibility of prolongation. Starting asap.
