Advisor, Secretariat of the German-Ukrainian Energy Partnership (full time, Kyiv)

The project “Secretariat of the German-Ukrainian Energy Partnership” supports the German Federal Ministry for Economic Affairs and Energy (BMWi) and the German Energy Agency (dena) in the implementation of the Energy Partnership (EP) between Germany and Ukraine.

Important goals of the German-Ukrainian EP, which was formally founded in Berlin in August 2020, are to support deepened bilateral cooperation in the energy sector in both countries and the modernization of the Ukrainian energy sector. The aim of the Secretariat is to assist in the implementation of specific tasks agreed under the EP with Ukraine. It aims to strengthen the presence and networking of the BMWi and dena in Ukraine, to ensure close cooperation and communication between all relevant actors and to create synergies with other activities of German federal ministries and international organizations in the country. The project activities are divided into four fields of action which include support for the energy policy dialogue, energy policy consulting, cooperation with business, academia and civil society, as well as knowledge management and communications.

The Secretariat promotes high-level exchange between the BMWi and the Ministry of Energy of Ukraine (MinEnergo), as well as within dedicated working groups. It provides expert advisory on issues relating to the energy transition in Ukraine by means of study trips, specialist studies and workshops. In doing so, it involves German and Ukrainian companies, energy service providers and sectoral associations as well as relevant actors from academia and civil society into the activities of the EP. The Secretariat strengthens targeted public relations in order to promote awareness of energy policy issues in Ukraine.

Area of responsibilities

  • Support the management of the Secretariat in the implementation of all project activities in Ukraine of the German-Ukrainian EP.
  • Establish reliable channels of cooperation and maintain regular and constructive dialogue and coordination with the Ukrainian partners.
  • Establish platforms and formats to involve relevant Ukrainian NGOs, academia, private sector and other regional projects into the activities of the EP.
  • Define priorities and needs for external expertise through national studies, prepare the relevant contractual documents, backstop and ensure quality control of the services delivered by external consultants.
  • Elaborate strategy documents and briefings for political actors.
  • Represent the EP Secretariat at local conferences and platforms, in consultation with the Head of the Secretariat.
  • Develop country- and context-specific content for communication and public relations activities of the EP, in particular through social media and specialist newsletter formats.
  • Cooperate with other relevant projects of the GIZ Energy Efficiency and Climate Cluster in Ukraine, the entire (administrative) team of the cluster as well as dena.


  • Requirements to candidates


  • Masters/MSc in Social Sciences, Political Science, Economics, International Relations, Natural Resource Management, Energy Management, Energy Engineering, or a related field.
  • At least 3 years professional experience in Ukrainian energy and climate policy; ideally with knowledge in a field related to the priority areas of the EP: coal transformation, hydrogen, energy efficiency, renewable energy, decarbonization.
  • Good knowledge of the Ukrainian political context on energy policy, institutional setup as well as regulatory framework.
  • Preferably experience working in international organizations, primarily in the international development cooperation sector.
  • Good knowledge and solid personal network of the relevant energy stakeholders in the public and private sector as well as academia and civil society.
  • Proven experience in collaborating in a political environment.
  • High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent.
  • Excellent communication and coordination skills.
  • High competencies in synthesizing complex information and drafting concise documents, briefings and short reports for political decision-makers.
  • High political sensitivity, capacity to coordinate and communicate with political actors on different hierarchical levels, maneuver activities and mediate interests in a complex political context.
  • Good working knowledge of ITC technologies and computer applications; social media.
  • Basic understanding of technical assistance in a local context in Ukraine.
  • Keen interest in the field of international cooperation for sustainable development in Ukraine with a focus on energy policy and climate action.

Employment conditions

Full-time position with 40-hours working week. The contract duration is until 31.12.2023. Sporadic Ukraine-wide travels, in case necessary, are to be expected under business as usual scenario (i.e. when travel restrictions are lifted).
