ADMINISTRATION AND FINANCE MANAGER

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000 field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk and Odesa.

AIM OF THE POSITION

The Administration and Finance Manager is responsible of all administrative and partly for finance activities. This includes management of premises, events and human resources.


CORE RESPONSIBILITIES

  • Acts as adviser, trainer and coach on all financial or economic matters for the teams in the areas of Administration;
  • Contributes in the drafting of the budget, follows up expenses carried up in the structure, monitors deviations;
  • Manages the premises department, carries on negotiation landlords and makes sure contracts are tailored to the needs of the ICRC;
  • Makes sure the maintenance of premises is carried up to the standards of the organization;
  • Ensures all passive security measures are followed and monitors the evolution of the risks with the management;
  • Oversees the department in charge of welcoming visitors, organizing trainings and events in the structure;
  • Develops a network with the local suppliers for the administration i.e. banks, hotels, catering etc
  • Is responsible for all locally recruited staff, ensures Human Resources procedures are followed (recruitment, appraisals, disciplinary measures etc)

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.


POSITION REQUIREMENTS

Education and professional qualifications

  • University degree in business administration, hospitality management, finance, economics or similar;
  • Working knowledge (spoken and written) of English, Russian and Ukrainian;
  • At least 3 years’ work experience in a related field of activity;
  • Work experience in an NGO would be an asset;
  • Experience in managing a team;
  • Advanced computer literacy (Excel / Word).
