Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right.  Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine.  MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases.  One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.

Main objectives of the position

The growing complexity of the MdM operations in Ukraine makes the cross-functional program monitoring and evaluation, as well as accountability and learning management tasks increasingly important to be able to ensure the quality of MdM’s programming, pull together comprehensive information and analysis to support program design, and develop comprehensive and/or enhance existing MEAL system to support operational and strategic decision making.

 The overall objective of the MEAL Manager will be to manage the Monitoring, Evaluation, Accountability and Learning functions, as well as knowledge management across MdM programs in order to support quality programming and accountability towards beneficiaries, donors and other stakeholders. 

 Under the supervision of the Program Coordinator, the MEAL Manager will contribute to the coordination between MEAL and Programme teams, taking an active leadership in the building evidence for the Ukraine mission’s programming and advocacy. S/he will be the overall lead for supervising the implementation and development of a MEAL strategy which promotes a culture of learning, accountability, and quality programming for the most vulnerable in the communities’ that MdM serves.

 Planning and Development of MEAL processes:

  • Support the development and periodic revision of the monitoring system and suggest adjustments; provide technical lead to the MEAL team
  • Develop assessment tools (including ToRs, methodologies, etc.) and supports programmes with the design and the planning of surveys and assessments to inform proposals, advocacy, communication and programme activities
  • Support technical coordinators and managers in the periodic revision of the projects of reference and key supporting documents. Support programme teams to ensure that MEAL activities are part of team’s project work plans
  • Ensure harmonization of key monitoring system tools within the mission 
  • Work closely with the technical coordinators to develop program quality benchmarks to ensure continuous monitoring of activities
  • Suggest and provide technical support to the coordination team for potential researches, assessments and evaluation 
  • Lead in program/donor-initiated evaluations & surveys and promote findings and results are incorporated in delivery approach
  • Ensures that MEAL reporting and data sets are in line with mission-wide reporting requirements, are good quality and are compliant with reporting timelines.
  • Ensure that MEAL activities are applied across all projects, and in line with what is stipulated in the MEAL Plans, including (but not limited to):
  • Verification – ensure verifications include baseline data for project requirements, oversee analysis and cleaning of all verification data sets
  • Implementation monitoring – oversee reporting and feedback for distribution monitoring across all offices and follow up on lessons learned
  • Post-distribution monitoring – ensure post-distribution monitoring data sets include baseline statistics, and prepare project-level PDM reports
  • Results-based monitoring – lead on conducting baseline, midline and endline data collections, or other data collections as described in the overall project MEAL Plan
  • Conducts internal evaluations
  • Provides technical input on MEAL to project proposals, including inputs for MEAL budgeting
  • Ensures that appropriate data protection measures are at place

 Accountability, knowledge sharing and organizational learning

  • Provides technical support to the MEAL and programme teams and follows up on improvements of the Complaint Feedback and Response Mechanism (CFRM) including visibility and information sharing, receipt and logging of complaints, and provision of appropriate responses to beneficiaries and community level stakeholders; actively seeks beneficiary feedback on appropriateness and effectiveness of CFRM
  • Engages with programme teams in preparing and implementing other beneficiary feedback mechanisms (feedback on program design, targeting strategy, implementation quality and achievements, staff conduct). 
  • Lead on essential accountability and learning mechanisms with MEAL teams on the field
  • Support technical teams to collect and document good practices, lessons learned and feedback 
  • In close coordination and cooperation with the Field Coordinators and Program Coordinator, lead preparation and organization of learning and information sharing workshops 
  • In close coordination and cooperation with Program Coordinator, promotes the use of the mission strategic indicators in projects and ensures standardized sex and age disaggregated data collection (in terms of people in need calculation, people targeted and reached)
  • Contributes to mapping and collecting relevant M&E resources
  • Engages with programme teams, and Program Coordinator and Field Coordinators to support preparation of briefs and presentations for dissemination of project lessons, best practice, achievements and evaluation results

 Program monitoring and evaluation

  • Ensure proper follow-up of program activities and indicators, in line with MdM and donors standards and commitments, through a strong MEAL system
  • Ensure a good understanding and ownership of MdM programs, standards and donor commitment with the rest of the team in support to Program Coordinator and Field Coordinators, including through the organization of regular program coordination meetings, project kick-off and closure meetings.
  • Propose program quality improvement and learning initiatives and operationalize them in the field

 Data Management & Reporting

  • In close coordination and cooperation with the Program Coordinator, contributes towards review, revision and development of data collection tools, methodologies, and standardized reporting templates for use at mission-wide level.
  • Performs data quality checks/verification to all data received with an aim of ensuring that project data received is reliable and accurate.
  • Overseas uploads of M&E documentation to SharePoint and ensures the collected data are completed in line with key donor requirements 
  • Supervises M&E teams in the treating and analysis of M&E data for the mission.
  • Develops analytical reports from M&E data for review by the project team and to feed into mission-wide reporting and analysis.
  • Ensures that M&E reports are submitted in standardized formats for preparation of mission-wide reports (data collation).
  • Provide disaggregated data sets for all projects across the mission portfolio at each reporting period and based on the requests, feeding into the overall mission reporting.
  • Provide technical support during proposal development process, including work with the MEAL teams on calculation of beneficiaries and supporting the coordination and management teams in definition of programmatic indicators
  • In cooperation with technical coordinators, the advocacy team and the coordination team, prepares analytical reports, assessment reports, presentations and supports in dissemination among national and international stakeholders 

 Human resources management

  • Provide technical guidance to the MEAL team on the field
  • Identifies MEAL capacity gaps among mission staff and partner staff and develop capacity building plans to address those gaps
  • Builds the capacity of programme and MEAL staff in technical skills and understanding of the value of MEAL, especially planning and implementing MEAL activities in projects 
  • Provides new staff with MEAL induction training
  • Provide direct line management to the Database officer

Skills required :

  • Demonstrated experience in leading the MEAL and information management functions, as well as data collection, management, analysis and visualization programs and tools (Power BI, R, Kobo...)
  • Familiarity with M&E and Accountability requirements of key institutional donors
  • Strong grasp of all stages of program cycle management and quality standards in humanitarian programming, safeguarding and accountability management
  • Proven experience with qualitative and quantitative data collection and/or visualization, and analysis methodologies
  • Ability to work with short deadlines
  • Strong organizational, critical analysis and problem solving skills
  • Ability to work in structured manner and independently with limited oversight
  • Ability to work quickly, under pressure, and with short deadlines
  • Necessity to manage priorities and to adapt them daily according to the context,
  • Cultural sensitivity and ability to work in a multi-cultural environment
  • Excellent communication skills, including fluent spoken and written English, including exceptional report writing and editing skills.
