Duty station:  Sloviansk main office / Kyiv office (to be confirmed) with travels to PIN's areas of intervention

Starting date: July 2020 TBC

Duration: 12 months with the possibility of extension

 

 

Background:

 

People in Need (PIN) has been active in Ukraine since early August 2014 and the humanitarian programs have been rapidly expanding since then. Currently, PIN is one of the major humanitarian actors in Eastern Ukraine while providing neutral and independent humanitarian aid to conflict-affected people.

PIN Ukraine, Relief and Development Department (RDD), is expected to implement a project in the east of Ukraine as part of the EU COVID-19 Solidarity Programme for the Eastern Partnership (subject to confirmation of funding). Specific objectives: 1) Local CSOs contribute to mitigating the effects of the pandemic on the health and socio-economic wellbeing notably of the most vulnerable groups and those disproportionately affected; 2) Vulnerable groups and those disproportionately affected by the pandemic have improved access to available socio-economic and protection services and accurate information. 

 

Position summary

 

Under overall supervision of PIN Ukraine RDD Programs Director, Head of Project will manage the project in good coordination with the Emergency/humanitarian programme team at PIN Ukraine RDD, PIN HQ-Regional team responsible for the overall regional programme, as well as PIN Ukraine Human Rights Department who will implement part of the programme in the rest of Ukraine and on complementary objectives. Within PIN Ukraine, Head of Project will collaborate closely in particular with Operations, Communications and Advocacy departments. Externally Head of Project will proactively collaborate with a diverse range of local Civil Society Organizations and Community-Based Organizations and other local stakeholders.

 

Main responsibilities:

Project management:

  • Project Launch and management of project's inception period through stakeholder engagement and further context and needs analysis in view of preparing the project's sub-granting scheme for local civil society, in cooperation with the Emergency/humanitarian programme team;
  • Management of project implementation through planning, coordination and monitoring of activities; organizes regular project reviews in coordination with other departments and in cooperation on a regular basis with the Desk and advisors at HQ level;
  • Technical Quality Assurance - ensures quality and timely implementation of the project in line with PIN's sectoral guidelines, best practices and applicable international standards;
  • Mainstreams protection, gender, and environment across project planning, implementation and MEAL;
  • Monitoring, Evaluation, Accountability & Learning - ensures that the project-specific Community Feedback and Response Mechanism (CFRM) is functioning & accessible to all project beneficiaries and stakeholders; develops the project's MEAL plan in close cooperation with MEAL team; and collects & consolidates data for evaluation purposes and documents lessons learned; adjusts project implementation according to MEAL findings upon needs;
  • Strategic development - through project learning and in dialogue with the Emergency/humanitarian programme team under the guidance of the Programs Director, contributes to the further development and operationalization of PIN Ukraine RDD Country Strategy;
  • Reporting - develops and regularly updates the Internal Project Report, and ensures that requirements regarding donor reporting are fulfilled in close cooperation with the Grants and Reporting Manager;
  • Financial Management - in cooperation with the Finance team, manages the project budget and supervises the good preparation and implementation of the sub-granting scheme for local civil society partners; reviews and approves key project documentation in a timely manner to facilitate financial payments to partners, beneficiaries, suppliers, etc.;
  • Stakeholder engagement, coordination & Representation - develops and continuously updates mappings and understanding of the humanitarian/development environment; ensuring complementarity of the project with other actors; engages in external representation and networking, primarily with local partners and other civil society and grassroots organisations and networks, and stakeholders supporting them;
  • Staffing, Human Resource Management - In cooperation with relevant colleagues (HR, Head of Systems and Operations), responsible for HR processes related to the project team, including recruitment, performance management, professional growth, capacity building and mentoring of national PIN and partners' staff.
  • Project Administration & Compliance - ensures compliance with all financial and administrative rules and regulations and provides coaching and capacity building to promote team compliance;
  • Communications, Visibility, Media & Advocacy - ensures that requirements regarding communication and visibility are fulfilled in line with PIN Media Policy and donor requirements;
  • Safety, Security and Risks - adheres to, and promotes Safety, Security & Risk Policies, standards, plans & procedures, reports any incidents which could affect staff wellbeing immediately to CD/Security Manager.

Required background and competences:

 

  • Educational background in relevant field, or relevant professional experience of at least 3 years and trainings in development and/or humanitarian work, especially with project management;
  • Good knowledge and practice of project cycle management;
  • Very good understanding of needs and challenges of civil society development; experience with a variety of local partners (from community-based organisations to established CSOs) in Ukraine is a strong asset;
  • Proven ability to engage and facilitate dialogue externally with a wide range of stakeholders, from grassroot to official stakeholders and other international organisations;
  • Strong organizational, critical analysis and problem-solving skills;
  • Solid knowledge and practice of budget development and management;
  • Fluency in spoken and written English and Russian and/or Ukrainian and excellent writing skills;
  • Excellent communication skills and cultural sensitivity;
  • Mature, well-balanced personality able to work independently in challenging environment.
