Liaison and Mobilization Manager

Under the AGORA program, ACTED and IMPACT will be supporting local authorities in Donetsk, Luhansk and Zaporizhia in developing local development strategies using robust evidence. The liaison and mobilization manager will oversee engagement with regional and sub-regional authorities and civil society organizations in both the assessment and planning activities of the project.

 

Under the supervision of the IMPACT Assessment Manager and the ACTED Country Program Coordinator, the incumbent will be responsible for identifying and engaging with a variety of state and non-state stakeholders, managing productive partnerships, and providing quality technical assistance for supporting local development planning. The manager will oversee a team of two liaison and mobilization officers and one assistant and will be responsible for reporting and engagement activities of the project.

FUNCTIONS

 

Management of the Liaison and Mobilization Team

  • Develop and monitor team workplans
  • Manage staff workload and deliverables
  • Lead the design and implementation of technical assistance activities on supporting the stakeholders in local development planning
  • Ensure timely appraisal of staff under direct supervision
  • Ensure timely reporting of team activities and outputs
  • Provide monthly inputs into project management tools (project monitoring framework, weekly coordination meetings) and project reporting processes
  • Manage a partner engagement tracking tool

 

Stakeholder mapping and identification

  • Lead a mapping of local, regional and CSO stakeholders in target oblasts
  • Identify suitable engagement strategies
  • Lead engagement of priority stakeholders
  • Develop and maintain a comprehensive partner engagement database

 

Stakeholder and Partner Engagement

  • Act as main focal point for local partners on AGORA projects
  • Introduce IMPACT and ACTED projects to all relevant local stakeholders
  • Lead the planning and organization of engagement meetings
  • Prepare relevant program presentations
  • Brief relevant ACTED and IMPACT team members on outcome of key meetings

 

External Relations

  • Present finding of AGORA assessments to local stakeholders
  • Represent AGORA at local level coordination forum

 

REQUIREMENTS

Education

  • University level education in social sciences, political sciences, research or relevant field

 

Technical requirements

  • At least 3 years of progressively responsible experience in the humanitarian and development sector
  • Previous experience in working with local authorities and NGOs
  • Excellent understanding of decentralization and Ukrainian government structures
  • Excellent reporting skills
  • Excellent skills in Microsoft Office suite especially Excel and Power point skills
  • Excellent synthesizing and presentation skills
  • Understanding of basic research methods
  • Previous experience in managing complex professional relationships
  • Excellent English, Russian and Ukrainian reporting writing skills
  • Prior professional experience in eastern Ukraine
