Junior Security Risk Management Advisor (Full time, 100%) in Severodonetsk

 

for the project "Development of service structures and training capacities for psychosocial support in eastern Ukraine".

The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ. It supports communities in the government-controlled areas of Luhansk and Donetsk Regions in improving and developing further services for psychosocial support, in particular with respect to vulnerable population groups. For that purpose, the project will coordinate and cooperate with a broad range of local/national and international partners and stakeholders.

 

Areas of responsibilities

  • Security risk management (SRM) in the Severodonetsk/Lysychansk environs of the government-controlled area (GCA) of Luhansk Oblast, with road missions outside this area;
  • Coordinate closely with project staff and track all GIZ travels in the Luhansk GCA, assist with planning and supporting GIZ visits to the High-Risk (RED) zone when required;
  • Coordinate and cooperate closely with the SRMT's eastern National SRMAs and following the Senior SRMA's guidance; occasionally substitute for National SRMA (GCA);
  • Closely monitor early warning indicators for increasing risk to GIZ in Severodonetsk city, advising the Senior SRMA / Head of RMO in the GIZ Country Office on GIZ profile in the area;
  • Deliver GCA security briefings, briefings at management meetings and security roundtables;
  • Maintain good networks with UA security forces and SRM staff of other IOs/NGOs;
  • Help maintain / coordinate / implement SRM measures for projects in GCA Luhansk (Hibernation, Relocation and Evacuation plans; safety and security trainings; Severodonetsk Emergency Telephone number 24/7; Crisis Communication Cascade; SMS security advisory; etc.);
  • Ensure current GCA Standard Operating Procedures are adhered to by GIZ staff;
  • Lead on coordinating the implementation of recommendations following Site Security Assessments in Luhansk GCA; assist in finding further suitable office/accommodation sites in Luhansk GCA; evaluate suitable hotels and transport hire companies in Luhansk GCA;
  • Manage security equipment as required and in accordance to GIZ administrative rules;
  • Ensure contracted guards perform their duties efficiently and act as their 24/7 contact;
  • Additional driving-related responsibilities; provide passenger transport in an official car, run errands for the project, programme or office, and help with transporting goods;
  • Keep vehicle documents and records (vehicle log, calculate monthly petrol and other consumption, report need for service);
  • Clean and maintain vehicle (interior and exterior; regular check for oil, water, brakes, etc.; carry out minor repairs);
  • Use all available information to update daily knowledge of road conditions, current passable routes and locations, and share this information with other GIZ drivers;
  • Comply with GIZ rules and regulations;
  • Report to the project director.

 

Required qualifications, experience and competences

  • Specialist Diploma or preferably a Bachelor's degree in a Social Science-related field;
  • At least 1-year experience within security or another related field is essential (i.e. police / military, DSNS and/or with an IO or NGO);
  • At least 1-3 years' work experience as a driver;
  • Valid driver's license (Categories B, C);
  • No major traffic accidents in the past 3 years;
  • Excellent understanding of everyday personal safety issues and current security context is essential;
  • Demonstrable knowledge and existing SRM networks GCA;
  • Excellent working knowledge of MS Excel, Word and PowerPoint is essential;
  • Motivation, reliability, and confidentiality;
  • Very good self-organizational skills;
  • Excellent interpersonal and communication skills, customer- and service-oriented attitude, team player;
  • Willingness to upskill as required by the tasks to be performed;
  • Language skills: Ukrainian and Russian: native or bilingual proficiency; English: professional working proficiency is essential;
  • Proof of previous jobs including written recommendations (translated into English language).

 

The assignment starts as of 01.09.2019.
