MHPSS technical lead specialist

The humanitarian aid organizations "Medicos del Mundo" and "Arzte der Welt" are the Spanish and German division of the international network Medecins du Monde/Doctors of the World (MdM).

MDM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine.

The program is implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy.

 

For our program in Ukraine, to support our activities, we are looking for MHPSS TECHNICAL LEAD SPECIALIST based in Kyiv with frequent visits to field locations.

 

Under the direct supervision of the MHPSS Coordinator and technical guidance of the MHPSS Technical referent from HQ, the MHPSS Technical Lead Specialist provides ongoing development of methodological framework, capacity building, supervision for MDM's MHPSS activities and provides technical support for their implementation on the field level:

· S/he provides technical supervision of MHPSS Managers for supervision framework for MHPSS activities: (direct service provision by psychologists; PM+; SH+; MH GAP);

· S/he is responsible for the development and review of training materials and co-facilitation of training, capacity building activities in areas such as community based MHPSS projects; GBV; integration of MH into Health;

· S/he participates in the national level MHPSS coordination mechanisms (international and national) in the area of technical capacity building (e.g. national scale up of MH Gap);

· S/he is responsible for participating in advocacy efforts for the use of evidence-based interventions in MHPSS in Ukraine based on the results of pilot projects;

 

The MHPSS TECHNICAL LEAD SPECIALIST carries following responsibilities:

 

  • Design, planning, implementation of general supervision framework for MdM's direct service provision of MHPSS activities;
  • Plan, co-facilitate and supervise capacity building in MHPSS with the support of MHPSS Coordinator;

 

Programming

  • Support field teams in the implementation of MdM Mental Health and GBV Guidelines and procedures so all components of the programs are consistent and in line with international MHPSS standards and good practices;
  • Initiates and develops tools for assessing knowledge and skills to be used on the field level for training needs assessments for MHPSS teams relevant to the objectives of the existing projects and programs;
  • Supports development and adaptation of IEC materials for MHPSS activities on the community level for awareness-raising activities;
  • Subordinates to MHPSS Coordinator, regular discussions/ communication to help enhance program implementation with field MHPSS Managers;

 

Coordination with stakeholders

Upon request of the MHPSS Coordinator:

  • Maintains regular contacts with WHO and Centre of Mental Health of the Ministry of Health in area of technical capacity building programs based on evidence-based MHPSS interventions;
  • Attends MHPSS Working group at regional level on the topics related to MHPSS technical capacity building;

 

Reporting

  • Develops and follows-up on the knowledge base development and M&E framework for MHPSS capacity building events: training reports; supervision reports
  • Identifies the needs in new interventions and tools based on the aggregated beneficiary MHPSS wellbeing data collected on the field level;

 

Others

  • Maintains good socio-professional relationships with national and international partners;
  • Attends team meetings and provide qualitative input;
  • Takes part in advocacy and communication activities under the supervision of MHPSS Coordinator;
  • Perform other additional duties on request of the MHPSS Coordinator.

Qualifications & Skills required:

  • Academic background: Degree in clinical psychology, or other relevant to mental health and psychosocial support certified field

 

The successful candidate must have:

  • Knowledge and experience of working in direct service provision in conflict affected areas of Donetsk and/or Lugansk regions;
  • Experience in mental health and psychosocial support during emergency response, including support to victims of gender-based violence;
  • In-depth knowledge of international guidelines and good practices in MHPSS, including IASC Guidelines for MHPSS and evidence-based interventions;
  • Experience in development and implementation of supervision framework;
  • Training design, content development and delivery;
  • Knowledge of Ukrainian policy and national guidelines on mental health and gender-based violence;
  • Knowledge of existing structure of referrals in mental health service provision;
  • Significant experience working with NGOs and INGO in humanitarian response;

Language and computer skills:

  • Ukrainian, English and Russian fluent (speaking and writing)

  • Fixed term contract until 31st of December, 2019 with possibility of extension
