Director for the DRA Civil Society Resource Centre in Sloviansk, eastern Ukraine

The position of a Director for the DRA Resource Centre in Slоviansk (Donetsk oblast) is available from 15th June 2019. The post is full-time (40h/week).

 

Background: Social life in eastern Ukraine has been severely impacted by the conflict. Many active citizens and civil society organisations had to move from their hometowns, many communities received new citizens which changed their societal fabric and relations. DRA sees active grass-roots networks and working horizontal structures in communities as a prerequisite for building a sustainable, prosperous and democratic society. The DRA Resource Centre will support active citizens and, in particular, young people in Sloviansk and other cities in the conflict region providing them with educational and development opportunities, supporting grass-roots initiatives aimed at community development and a peaceful resolution of the conflict. The centre will facilitate the development of local civil society by building their communication and cooperation networks with activists from the EU countries and other regions of Ukraine, professional exchanges and volunteer projects.

 

About the organisation: DRA is a non-profit, non-governmental organization based in Berlin, working since 1992 with the aim of promoting democratic developments in Ukraine, Russia and other East European countries through cooperation with Ukrainian, Russian, Belarusian and other European NGOs, with independent mass media and in cross-sectoral cooperation. The DRA offers youth and other exchange programs in the field of political education, democracy and active citizenship and works to establish links with Western partners. Moreover, the DRA acts as an agency for volunteers between Eastern and Western Europe. The main areas of activity of the Resource Centre in Sloviansk will be:

  • supporting the efficient and sustainable development of local civic initiatives, their networks and collaborative projects,
  • creating educational and development opportunities for youth,
  • strengthening the engagement of international civil society actors with the region, including conflict management efforts,
  • organising educational/ volunteer and professional exchanges between civil society and youth from different regions in Ukraine,
  • developing an international volunteering programme,
  • encouraging public debates on local democracy, participation and other topics of importance for the local population,
  • supporting the engagement of displaced people in the social life of hosting communities,
  • contributing to the process of reconciliation and promoting studies of the local history and culture,
  • fostering local human rights work.

Tasks of the Director for the DRA Resource Centre:

  • Set up the office and hire the team in Sloviansk,
  • Develop a strategy for the RC development together with the team in Berlin,
  • Represent RC in public events and develop the network of RC partners in civil society, government officials, international organisations,
  • Contribute to the fundraising for the activities of the RC,
  • Manage the communications work of the RC and the cooperation with regional media,
  • Manage the RC team and coordinate and supervise the implementation of RC projects,including, but not limited to:
  • Initiate and manage local and regional projects of the RC as well as integrate the RC in an international network with partners in western Ukraine, the EU and other countries to strengthen civil society in Donbas,
  • Develop and coordinate educational projects and opportunities for youth and active citizens in Sloviansk, Kramatorsk, surrounding localities and in towns in the "grey zone",
  • Provide the oversight for projects implemented by partners on environmental protection, human rights, historical reappraisal and the inclusion of disadvantaged social groups, etc,
  • Participate in the development and coordination of an international volunteering programme.

 

Requirements

 

WORK EXPERIENCE

  • 5 years of progressively responsible experience in project management including grant making in the field of civil society, democracy and/or conflict management in Ukraine, or other countries of Eastern Europe,
  • Experience of supervising a team,
  • Experience with conducting communications and outreach activities,
  • Good understanding of budgeting and ability to provide oversite of financial and administrative processes,
  • Several years of experience in work with youth development projects, informal education, democracy support, or civil society development,
  • Experience in conflict analyses.

 

KNOWLEDGE

  • Masters degree in political science, social sciences, human rights, law, or other relevant fields,
  • Excellent knowledge of political and social structures in Ukraine and understanding of the conflict in Donbas as well as a proven interest in supporting civil society and in fostering international cooperation,
  • A good understanding of politics and civil society in Germany and the EU,
  • Knowledge on methods of conflict analysis and human rights work,
  • Strong command of English or German language, fluent written and spoken Russian; Ukrainian language skills are an advantage.

SKILLS

  • Leadership, independent decision-making, organisational skills and assertiveness,
  • Strong analytical skills,
  • Ability to work under pressure and to familiarize with new tasks and topics quickly,
  • Excellent verbal and written communication skills.

 

The position is initially limited until August 2020 and will be extended upon the availability of funding. Competitive rates of pay apply. The DRA offers a dynamic international field of work, a competent team and room for self-initiative and professional development.
