The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world's largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

 

The purpose of the Regional M&E Coordinator role is to assist Regional M&E Adviser in strengthening of the M&E systems in AELA and ensuring that systems are implemented according to NRC guidelines and minimum standards. Specifically M&E Coordinator will provide support in improving data management systems pertaining the M&E, and contribute to better reliability, quality and effective use of M&E data for decision making. The role will contribute to capacity strengthening and provide technical support in the region in management, analysis and presentation of the data relevant to M&E. Position will aid in the implementation of relevant regional and global initiatives.

 

Job Description

 

  • Adherence to NRC policies, guidance, and procedures including for data protection and handling of confidential and personal identifiable information
  • Contribute to institutionalizing and strengthening of NRC M&E minimum standards regionally with specific focus on data management systems, tools and procedures for better reliability and quality of M&E data;
  • Contribute to improved management, presentation and analysis of key M&E information at CO and regional level. This includes quantitative and qualitative data from M&E systems and evaluations
  • Provide training and technical support in prioritized country offices in data management (quantitative and qualitative, including GIS), use of digital data collection tools, analysis and presentation to support implementation and effective use of specific tools and platforms for data management
  • Contribute to organisational learning through provision of specific technical analysis, lessons learned and reports. Contribute to enhanced use of data in key learning moments such as Project and programme reviews, Theory of Change reviews as a part of strategy process
  • Contribute to the planning of regional M&E priorities specifically related to data management and use of data;
  • Support knowledge management for M&E in the region (utilizing features and functionalities of O365 and other relevant tools and platforms
  • Participate in internal and external forums relevant to regional strategic objective to enhance systems for management, analysis and use of data
  • Support Regional M&E Adviser in assessing and tracking of M&E compliance in the region
  • Other relevant activities related to data and knowledge management as discussed and agreed with Regional M&E Adviser
  • Support M&E Adviser in identifying the tools, and development of technical solutions where needed, for management, analysis and presentation of specific data relevant to M&E data as well as beneficiary and service delivery' data
  • Plan and support roll out of specific prioritized data management and analysis tools and platforms in the COs; this includes initiating use of GIS tools and data.
  • Support Regional M&E Adviser in developing and implementing framework for analysis of data at the regional level.

Our Ideal Candidate:

  • University degree in computer science, social science, economics, statistics or in other related fields.
  • Minimum of 3 years of overall experience in data management: development of databases, effective use of data management tools and solutions and data analysis
  • A least 2 years' Experience in an international NGO preferably in an emergency or post-conflict setting, including with data management and development of databases;
  • Experience with basic principles to monitoring and evaluation in relief and development. Particularly experience with management of data relevant to M&E
  • Understanding of data and information needs for program management and decision making and experience with development and roll out of data management tools in support of programme and M&E
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;
  • English language proficiency (speaking, reading, and writing) is essential.
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access). Advanced skills in Excel ;
  • Skills and experience in data analysis and visualization and development of dashboards using data visualization software
  • Experience with mobile data collection and management of survey data
  • Experience in planning and roll out of data management tools and databases
  • Experience with some of the specific platforms: KOBO collect, Power BI, MySQL or MSQL databases, DHIS2 and CRM tools is an asset
  • Knowledge of GIS and tools for management of GIS data and mapping
  • Knowledge and experience in software development in relevant field is advantage
  • Ability to work under pressure, independently and with limited supervision;

 

We offer:

Contract period: 12 months national contract (with possibility of the extension)

 

Salary/benefits: According to NRC's salary scale and terms and condition

 

Duty station: Severodonetsk/Ukraine with up to 40% travel.
