Medicos del Mundo (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including Spain. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

 

For our program in Ukraine, to support our activities, we are looking for Security Officer, based in Severodonetsk. The incumbent might be required to perform activity within non-Government Control area; therefore the incumbent must have a neutral and impartial background which would allow him/her to engage with NGCA authorities and conduct operations in GCA & NGCA.

 

Under the direct supervision of the Logistic Coordinator and the overall guidance of the General Coordinator, the Security Officer will ensure the safety of MdM staff and assets as well as the safety and smooth running of MdM operations wherever it operates.

 

Security Officer carries following responsibilities:

 

  • Provide security policy guidance and security management support to MdM activities to enable effective programme planning, implementation and delivery within the framework of all MdM security policies and procedures;
  • Review the potential impact of current as well as future potential security factors and trends on MdM planning, programme design and delivery, as well as the possible impact that programme design might have on the stability and security, ensuring that possible support needs are identified and improvements are implemented;
  • Liaise and coordinate activities of partner organizations and counterparts in the planning, preparation and execution of MdM missions, ensuring the safety and security of MdM staff as the highest priority;
  • To support MdM to protect and minimize the risk to MdM staff, project personnel, property and operations in all locations and at the same time enabling MdM programme delivery throughout;
  • Conduct regular threat and risk assessments of operations in locations where MdM projects are implemented, identify and implement appropriate risk mitigation measures.
  • Ensure all MdM staff have appropriate security clearances when travelling and there is a close follow-up on trip development and safe return.
  • Provide advice on selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, fire equipment, etc.);
  • Provide orientation and training to international and national staff members on safety and security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas;
  • Immediately report all security-related incidents involving MdM staff.
  • Establish and maintain good relationships with national law enforcement, military and civil intelligence authorities, municipal/civic/traditional leaders and other partners related to MdM activities.
  • Participate in inter-agency and civil/military security coordination meetings and operations.
  • Create and maintain Security related databases for MdM staff and assets while maintaining full confidentiality.

 

Qualifications & Skills required :

  • Academic background: Completion of High School Diploma or equivalent. A post-secondary certificate in the related functions area is desirable.

 

The successful candidate must have:

  • Minimum of 2 to 3 years of progressively experience in safety & security field related position.
    Experience working with NGOs is highly desirable

 

Personal skills required:

  • Ability to work quickly, under pressure, and with short deadlines.
  • Ability to manage emergency situations and remain calm.
  • Necessity to manage priorities and to adapt them daily according to the context.
  • Flexibility to adapt to changing requirements and environment.
  • Cultural sensitivity and ability to work in a multi-cultural environment.
  • Ability to listen and share decisions.
  • Team player and good sense of humor.
  • Alignment with principles and ethics of MdM.

 

Language and computer skills:

  • English advanced (written and oral);Ukrainian and Russian fluent speaking and writing
  • Excellent knowledge of MS Office (Word, Excel, Power Point)

  • Fixed term contract until the 30/04/2020 (with possible extension)
