The advisor will support the implementation of the GovStack initiative in Ukraine as a pilot. GovStack was launched by Estonia, Germany, International Telecommunication Union (ITU) and Digital Impact Alliance (DIAL) in 2020. The initiative aims to create a common framework for developing reusable and interoperable digital components – so-called “ICT building blocks” – that can help the digital transformation of governments. Specific examples are digital payments, online registers or messaging services. The ICT building blocks will form the baseline for the solution catalogue of the model platform. The development of the ICT building blocks at the global level will be expanded to include relevant actors in Ukraine. Capacity development approaches, such as trainings or co-creative workshops, will be conducted for governmental actors to strengthen their awareness and understanding about the opportunities and risks as well as functioning and deployment of digital government services. Moreover, the participation of Ukrainian stakeholders in regional and international communities of practice for the maintenance and use of ICT building blocks will be supported. 

The activities of the GovStack Initiative in Ukraine will be implemented under the umbrella of the technical cooperation project “Innovation Lab for EU Association of Ukraine”. Commissioned by the German Federal Ministry of Economic Cooperation and Development and implemented by GIZ, InnoLab EU is supporting key stakeholders of Ukraine’s government to implement the EU-Ukraine Association Agreement (EU-UA AA). InnoLab EU supports the Ukrainian Ministry for Digital Transformation in its endeavors to set up an Innovation Lab and implement digital transformation projects in various sectors.

Within a motivated project team, we are looking for an advisor for digital public goods (especially open source software for the public sector) and innovative e-governance. She/he will be responsible for all project activities that intend to setting-up and implementing the GovStack initiative in Ukraine. In addition, the advisor will support development of citizen-oriented public products or services to advance the implementation of EU-UA AA within public sector of Ukraine.

Areas of Responsibility

  • Manage the implementation of the GovStack Initiative’s activities in Ukraine
  • Develop and foster partnerships with governmental and other relevant actors in the field of digital governance 
  • Supporting the implementation of trainings and other capacity development measures for government stakeholders on digital government topics
  • Organise workshops to design implementing options for ICT building blocks 
  • Support Ukrainian stakeholders in participating in the global and regional communities of practices for the use and implementation of the ICT building blocks 
  • Effectively managing a network of local and regional project partners as well as steering of consultants and other service providers 
  • Support planning, procurement processes, financial management and monitoring of the project activities  
  • Contribute actively to reports (regular and ad-hoc), PR materials, and other related tasks to reporting and communication for the GovStack Initiative and InnoLab EU
  • Coordinate closely and ensure alignment with the global GovStack team

Requirements

  • BA/MSc in a STEM field, law, public administration or social sciences  
  • At least 3 years of work experience in the area of digitalization/ digital transformation 
  • Proven cooperation experience with Ukrainian public administration 
  • Substantial experience in project management (conceptualisation, planning, coordination, steering, monitoring) 
  • Very good understanding of digital government, data governance frameworks incl. data protection, IT security and data sharing, as well as of digitalization challenges of public administrations 
  • Proven skills and experience in networking and fostering partnerships. An existing network in the area of digital government in Ukraine, and/or internationally is an asset 
  • Experience in working with and/or advising government institutions on digital topics; a focus on public service delivery is desirable 
  • Knowledge of the Ukrainian legal and policy frameworks on privacy, data governance and IT security are considered a strong advantage 
  • Work experience in development cooperation is desired 
  • Team player with excellent intercultural competences; proactive, innovative and hands-on attitude; high degree of discretion and integrity
  • Ability to work flexibly and independently, also under stressful conditions
  • Comprehensive managerial and organizational experience
  • Strong interpersonal skills and a willingness to cooperate effectively with colleagues and partners 
  • Very good working knowledge of ICT technologies (related software, phone, email, internet), Excel and other computer applications (e.g. MS 365)

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. The assignment starts at the beginning of February. The contract duration is till December 2023. Frequent travel within the relevant regions is required.
