AIM OF THE POSITION

The WeC Field Manager is responsible for a WeC project (one of several WeC SO) at national level, under direct supervision of the WeC Coordinator, covering her/his area of responsibility. S/he contributes directly to the planning, implementation and monitoring of WeC activities ensuring staff safety and the continuation of critical operations, helping vulnerable people and support to the URCS and other relevant National Mine Action actors/authorities.  S/he promotes an integrated approach to addressing the impact of weapon contamination.

CORE RESPONSIBILITIES

  • Implements and follows up specific Weapon Contamination Projects (e.g. Risk Awareness & Safe Behavior, Risk Reduction, Support and Capacity Building of the URCS and National Mine Action Authorities, Staff Safety)
  • At external level, S/he develops and maintains working relations (with support of management and WeC Coordinator),  with the URCS (HQ and field level),relevant representatives  from other Int MA actors (DDG, HT, UNICEF and FSD) as well as relevant technical level with respected National Mine Action Actors (SESU, MoIA, MoReInt, UAF, STS, etc.)
  • Promotes the understanding and implementation of the Movement Strategy on Landmines, Cluster Munitions and other Explosive Remnants of War and the Preventive Mine Action Operations Framework.
  • Manages the project input for the activities related to the reduction of mine/ERW impact on population in affected communities, ensuring WeC activities are fully integrated into, facilitates and complements other aspects of ICRC assistance and protection programming. Ensures the necessary resources are mobilised and availed for the implementation of the plan of action.
  • Manages all aspects of the WeC project, ensuring internal SOP and guidelines are implemented to the required standards, that operations implemented are appropriate, training package is adapted and in accordance to the National and International Standards, and that WeC activities are adapted (including Monitoring and Evaluation tools) and in line with both the Preventive Mine Action Framework and International Mine Action Standards.
  • Consults and includes the WeC team in decision making processes related to the Weapon Contamination activities and provide adequate support for the field teams.
  • Proactively liaises with Governmental bodies, specialist agencies, the UN, International NGOs, educational centres (i.e. Universities), NGOs and private sector on issues related to policy, research & development, coordination and good practice on specific weapon contamination issues.
  • Provides training, mentoring, orientation and support to the URCS in RASB, as well as to the national mine action structures and/or other relevant actors, when required. 
  • When needed and required, deliver appropriate direct RASB to target groups; as well as WeC staff safety briefing to the ICRC and RC Movement partners
  • Represents the ICRC in Mine Action meeting and other relevant fora, in consultation with WeC Coo and ICRC management. Maintains and promotes the institutional engagement with relevant external international and national networks as appropriate. Develops good working relationships with other MA/RASB actors and authority representatives to maximise the impact of the ICRC’s RASB work and identifying high priority areas for cooperation in WeC related activities.
  • Contributes to written reporting on WeC activities including contribution to the WoR, BfR, PfR.
  • Provide support to the WeC Coo in terms of analyse of situation, mapping of stakeholders and translation of all relevant documents and meetings.
  • When required, stands in for the WeC Coordinator and represents the WeC programme in internal and external meetings.
  • Assists in and when required conduct survey and assessments on the extent and the type of the weapon contamination threat and develop/implement relevant mine action activities to prevent incidents among civilian population (e.g. risk reduction activities).

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

POSITION REQUIREMENTS 

Education and professional qualifications
 

  • Master’s degree from a university or technical college.
  • Excellent command of written and spoken English and Ukrainian.
  • Excellent computer skills related to the reporting and data gathering/analyse activities
  • At least 5 years overall professional experience in humanitarian and/or related sector
  • 2 years' work experience in WeC/mine action or a similar field is an added value.
  • Academically or professionally proficient in a technical WeC-related subject or pedagogics.
  • Previous experience with the ICRC or other humanitarian agency desired.
  • Knowledge of the ICRC/humanitarian work an asset.
  • Very good teaching and presentation skills.
