Assignment

Under the supervision of the IMPACT GIS/DB Manager and AGORA project Manager, the IMPACT Web Development Officer is responsible for the processes and outputs related to the development of web-based applications for online platform in cooperation with IMPACT team in country and in Geneva. He/she will work on technical solutions for information management and data visualization. He/she will provide required inputs for the development and streamlining of web-based solutions to local stakeholders on oblast, raion and hromada level. He/she will conduct office work, but also conduct field trips.

FUNCTIONS

1. Web development activities

The IMPACT Web Development Officer will be responsible for:

  • Proposing, developing, and implementing technical solutions for interactive data driven applications based on AGORA and IMPACT data and secondary data sources.
  • Developing and maintaining web-mapping products.
  • Supporting the visualization of data via development of interactive dashboards.

2. Data management activities

  • Supporting the development and consolidation of IMPACT county level assessment database.
  • Supporting the development of internal IM procedures and guidelines.
  • Supporting the development of IMPACT knowledge database.

3. Capacity building activities 

The IMPACT GIS/Web Development Officer will engage on a regular basis with internal and external stakeholders to implement the capacity building component of the AGORA project. The IMPACT web development officer will support the identification of training needs, creation of tool design and implementation of capacity building sessions which will mostly target oblast and hromada level authorities (where capacity, although limited, already exists). The project will support existing information flows (from settlement to raion/hromada to oblast level) that can be exploited more efficiently by oblast authorities for their everyday planning. 

4. Confidentiality and Data Protection

The IMPACT Web Development Officer will maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorized sharing of information and data.

Qualifications

  • Full working proficiency in English required;
  • Bachelor degree or equivalent experience in Computer Science, Information Systems, or any relevant discipline

Essential minimum technical qualifications: 

  1. HTML/CSS with any commonly used front-end framework.
  2. Strong knowledge of JavaScript is required.
  3. Strong knowledge and experience with any common dashboard development platform is required (PowerBI, Shiny, Tableau)

Desirable technical qualifications:

  • Knowledge of data visualization libraries (D3, Plotly) is a strong asset.
  • Familiarity with Leaflet.js library is a strong asset.
  • Experience in database management with common RDBMS (such as PostgreSQL, SQL Server, MySQL) is an asset.
  • Some experience working with local authorities
  • Some experience in conducting capacity training activities
  • Good organizational, communication and interpersonal skills.
  • Ability to think creatively in terms of tool and process development and optimization.
  • Flexibility and adaptability to ever-changing needs and responsibilities.
  • Ability to work independently.
  • Excellent critical thinking and problem-solving skills.
