Background

Ukraine experienced over 70 big-scale disasters since 1991, including industrial and natural hazards.  It is estimated that these disasters have affected over 2.7 million people and caused over USD 2.5 billion in economic damage. In the Eastern Ukraine the military conflict has been going on for seven year, and civilians continue to bear the brunt of the conflict in Ukraine with 3,500 deaths, 9,000 injuries, 1.4 million Internally Displaced Persons (IDPs) and 3.2 million people in need of humanitarian and protection assistance (HNO 2021). Ukraine has 4 nuclear power plants built during the Soviet era. In 2020 Ukraine was affected by several big scale disasters.

Ukrainian Red Cross Society (URCS) - the largest humanitarian organization in Ukraine with a hundred years’ experience that in times of armed conflict and natural disaster protects human life, prevents and alleviates suffering, and assists its public authorities in their activities in the humanitarian sphere. URCS is part of the International Movement of the Red Cross and the Red Crescent, the largest humanitarian network in the world.

DRR activities are identified as one of the future core services of the URCS, with development of a DRR Center that could act to support Civil Protection, State Emergency Services and new administrative entities (Hromada) and communities to better prepare for and be able to respond to disasters.

Position Summary:

URCS is seeking a Disaster Risk Reduction Center coordinator based in URCS Kyiv office, with frequent travels. The URCS Disaster Risk Reduction Center coordinator is in charge of the institutionalization of DRR/DP within URCS DRR c at national level, as well as expand practices in all disasters prone regions in Ukraine. 

Purpose

The URCS Disaster Risk Reduction (DRR) Center is created to consolidate, update and claim ownership of the developed and adapted DRR methodologies and tools, and to ensure availability of the DRR services and relevant human resources in carrying out relevant trainings at the level of communities across Ukraine. 

The vision of the DRR Center is to create a DRR knowledge and advocacy platform on Community Based Disaster Risk Reduction (CBDRR) and Community Based Disaster Risk Management (CBDRM) with experts and trainers that can engage various level stakeholders, including  institutions, civil unions, corporate and government sectors in order to increase the capacities of targeted communities and its members in preparations to face natural and anthropogenic threats.

Key tasks and responsibilities 

The DRR Center Coordinator is responsible for the following tasks:

-  Preparation of a strategy for the development of URCS DRR Center for 5 years 

-  Ensuring functioning of the DRR Center as per the URCS DRR Center ToR 

 - Development and implementation of organizational regulations regarding activities of the Center 

 - Coordination, planning and reporting of DRR activities at the country level

 - Promotion of DRR services at the Territorial Hromada and settlement levels 

 - Development of methodological guidelines 

-  Ensuring proper training systems and certifications for the URCS staff and volunteers

 - Organization of communications on involvement of the staff and volunteers of the URCS in the DRR activities

 - Cooperation with the DRR stakeholders and DRR Advocacy

 - Development of informational materials on the DRR Center

 - Representation of the URCS within the DRR directions at meetings, workshops etc.

 - Preparation of specifications for DRR services 

Qualification requirements

  • University degree, preferably in the field of social science, project management, humanitarian faculty or Civil Protection related background
  • A minimum of three years’ work experience in humanitarian or Civil Protection related field is required 
  • Experience as a presenter to external audiences and as a training facilitator. 
  • Good understanding of Disaster risk reduction area
  • Excellent coordination skills, including the ability to liaise with various agencies/individuals, organize events, prioritize work and ensure a smooth flow of information and an environment of cooperation and information-sharing. 
  • Diplomacy and good interpersonal skills.
  • Capacity to remain calm under pressure and not lose sight of strategic priorities. 
  • Ability to work independently and with people located in different geographical locations and in other organizations.
  • Excellent analytical skills with ability to influence decision-makers. 
  • Integrity and honesty in dealing with confidential information
  • Fluency in written and oral English, Ukrainian, and Russian required
  • Valid driving license (manual gears)
  • Knowledge of project management cycle, methodologies and tools
  • Excellent level of computer skills MS Office, Word and Excel
  • Knowledge of the Red Cross and Red Crescent Movement is a strong asset
  • Good time management and organisational skills
  • Integrity and honesty in dealing with confidential information
  • Ability to work independently and execute tasks in a reliable and competent manner
  • Strong ability to communicate with people and colleagues at different levels
  • Fluency in written and oral English, Ukrainian, and Russian required
  • Knowledge on Civil Protection, Humanitarian or development fields
  • Knowledge of project management cycle, methodologies and tools
  • Excellent level of computer skills MS Office, Word and Excel
  • Knowledge of the Red Cross and Red Crescent Movement is a strong asset

Duty Station: Kyiv with frequent travels 

Start date: Juny,1, 2021

Assignment: Initial 7 month contract with possibility for extension
