Background


The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National Medical Officer to work in one of the assigned locations in Donetsk and Luhansk Monitoring Teams (locations of potential assignment:  Donetsk, Luhansk, Kramatorsk). Tasks and Responsibilities

The National Medical Officer (NMO) will be responsible for ensuring adequacy of primary and emergency health care for OSCE Mission members. This will include basic triage, prioritization and making recommendations and determination as to the need for medical evacuations (MEDEVAC) for all OSCE mission members. The incumbent will actively participate in assessments and coordination with suitable health care service providers and facilities; will liaise with the OSCE Health Insurance Provider, as needed, to resolve administrative issues; will treat minor illnesses and refer Mission members and contractors to qualified local or foreign providers for more complex care; and provide health information and recommendation to all Mission Members. National Medical Officers are the main focal point for all Mission members seeking medical advice, medical care and medical treatment.

More specifically the incumbent is responsible for:

  1. Provide medical consultancy services to OSCE Staff to include prescription and dispensing of medicines, make referrals to local hospitals, clinics or specialists and determine in emergency medical situations, based on his/her knowledge of the adequacy of locally available facilities, all medical evacuation requirements (Point of injury care, Advanced Cardiac Life Support (ACLS), Advanced Trauma Life Support (ATLS) and other internationally recognized standards must be followed);
  2. Refer staff to clinical specialists as necessary; follow-up with outside specialists and escalate where necessary to senior medical unit clinical staff;
  3. Participate in addressing work environment and occupational health issues;
  4. Monitor and evaluate the adequacy and standards of the medical services being provided by the local doctors within Ukraine as well as their professional competence;
  5. Advise and consult with the local doctors and doctors outside Ukraine regarding medical related subjects, second opinions, referrals, medical evacuation, etc.;
  6. Certification of sick leave requests of all staff. This involves review of medical documentation for verification of sick leave duration and, as and if required, liaising with practitioners’ (local and out of country), clinics, laboratories, hospitals and like facilities;
  7. Manage day-to-day mission medical support operations by ensuring availability of supplies and proper functioning of medical equipment;
  8. Disseminate updated medical data and information from the World Health Organisation (WHO) and other such agencies on the prevention and control of infectious diseases, immunisation and other related medical subjects directly and indirectly related to health security of the communities and populations served;
  9. Recommend appropriate training programs implemented to maintain and develop the medical capabilities (e.g. health education, Basic COVID-19 medical counter measures, HIV/AIDS prevention, first aid, personal hygiene and CPR), use of defibrillators/AEDs; assist SMM Learning and Development Officer when required for delivering training;
  10. Coordinate and collaborate with UN, International and Local NGOs, on matters relating to their medical programs;
  11. Attend medical conferences, meetings, and congresses etc., required for updating in various medical- fields in order to maintain the highest standards of health care and also for extension of medical licence (through achieving CME credits);
  12. Represent the Medical Unit in the absence of the SMM Chief Medical Officer in meetings with Senior Management;
  13.  Assist the SMM Chief Medical Officer with administrative tasks on needed basis (preparation of Terms of Reference (TOR), policies, newsletters, handling Human Resources (HR) issues etc.) ;
  14. Perform other tasks as assigned.

Necessary Qualifications

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Registration to practise medicine in Ukraine, category one or higher;
  • Medical Degree (M.D.) and active license to practice in Ukraine. Residency in one of the medical specialities, preferable general/internal medicine with good knowledge of Emergency Medicine;
  • Minimum six years of progressive clinical experience in the medical field with additional knowledge of Public health and Occupational Health;
  • Computer literate with practical experience with Microsoft applications;
  • Holding a valid driving license;
  • Experience in working with international organisations;
  • Experience in management and supervisory position within the medical field;
  • Besides professional fluency in Ukrainian and Russian, excellent English languages skills both written and oral are essential for this position;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure, proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package

Monthly remuneration, subject to social security deductions is 3183 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
