Background

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Security Assistant in its offices in Donetsk and Luhansk Monitoring Teams (locations of potential assignment: Mariupol, Kramatorsk, Severodonetsk, and Pokrovsk). The OSCE is committed to achieving a better balance of women and men within the Organization.

Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities

The OSCE Special Monitoring Mission to Ukraine is an unarmed, civilian mission, present on the ground 24/7 in all regions of Ukraine. Its main tasks are to observe and report in an impartial and objective way on the situation in Ukraine; and to facilitate dialogue among all parties to the crisis. The mandate of the Mission covers the entire territory of Ukraine. The Safety and Security Unit is responsible for all aspects of Mission security management.

The Security Assistant implements activities designed to ensure the physical security and safety of assets, staff and visitors in the area of responsibility; records and reports incidents; coordinates the work of contracted security guards; assists the supervisor in carrying out administrative tasks; and, in the absence of the supervisor, performs many responsibilities of the supervisor under the direction the Regional Security Officer and other senior security officers.

Under the direct supervision of the Security Officer, the Security Assistant is responsible for the following tasks:

  1. Monitoring and ensuring proper performance of CCTV, access control systems at OSCE Monitoring Team Patrol hubs and Forward Patrol Base offices; coordinating and providing instructions for the work of contracted Security Guards; carrying out of briefings and trainings for the Security Guards on regular basis;
  2. Monitoring movement of all Mission members and Mission vehicles travelling within and in the closest vicinity of area of responsibility by using all means of communication available in 24 Hours Duty Room; ensuring communication checks to Duty Room, Head Office and Field Offices are carried out as scheduled; and, if no radio/telephone link available with Mission members, immediately reporting to Security Officer to provide necessary steps regarding contacting the patrol;
  3. Collecting and logging information regarding ceasefire violations, crime statistics, and security related incidents and preparing daily, weekly and monthly reports, covering all details affecting the security situation in the area of responsibility;
  4. Participating in the inspection of staff residential property and drafting recommendations to improve safety and security; occasionally participating with patrols as a security element;
  5. Checking incoming e-mail, assessing the urgency of incoming reports/mail/fax and, as required, checking with the Security Officer for clarification/confirmation and taking follow-up action as requested; maintaining Log Book written records of any significant radio or telephone messages passed or received; ensuring messages are passed to the Security Officer for further consideration;
  6. Interacting with international organizations, National Police, Local Authorities and other counterparts to obtain information related to security issues that may affect OSCE members in the active armed conflict areas; organizing working meetings with Local Authorities, when required;
  7. Updating, on a regular basis, contact information relevant for Security purposes (Emergency Service Management, Police Management, etc); updating the Monitoring Team/HUB Area Warden system on regular basis;
  8. Performing other duties.

Necessary Qualifications

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completion of secondary education supplemented by formal studies or further certified courses in the field of Communication or security;
  • Minimum four years' experience in security work;
  • Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
  • Ability to operate windows applications, including word processing and e-mail;
  • Ability to adjust to a broad range of new tasks in a complex administrational environment in a short timeframe;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

Monthly remuneration, subject to social security deductions is 1029.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and provident fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
