The Danish Refugee Council (DRC) is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. 

DRC is seeking a highly qualified, enthusiastic and action-oriented individual for the position of the Sector Officer – Humanitarian Mine Action based in Kyiv for its growing Humanitarian Mine Action portfolio in Ukraine. As the Sector Officer, you will be responsible for the timely planning, and with programme staff, for the development of a high quality and timely reports for donors and other country- and HQ-level communications. As well, in the spirit of a team building, you will develop and maintain good relations with the sector and DRC staff, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.

Geographic scope: Country

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and guidance to country operations while observing country activities.

Programming & Operations

  • Ensure timely reporting workflows and processes between sector/ program teams and senior leadership while following the work plan and the logical interventions of the grants.
  • Ensure high quality, timely reports for donors, partners, and government on program progress in line with reporting requirements.
  • Support the Head of Programme/ Sector (HoP), the Grant Management Unit and the Government Relation Coordinator in providing timely, thorough responses to information requests from internal and external sources.
  • Work closely with the sector team and the program M&E staff to carry out monitoring, and to ensure credible, best-practice monitoring and reporting of program activities.
  • Work closely with the HoP and the Government Relations Coordinator on all matters related to the legislation requirements and needs for the implementation of mine action activities.

Sector development

  • Support the HoP and the Grants Management Unit in overseeing proposal development processes, including drafting and producing high-quality concept notes and proposals.
  • Support the HoP and the Grants Management Unit with the development of strategy and/or drafting of position papers, thought leadership pieces, and other related initiatives leveraging evidence from programs.
  • Develop projects tools; ensure projects implementation and reporting templates are in place.

Communication and presentation

  • In Coordination with the HoP and the Communication Unit, lead initiative to identify, research, write, and report on key sector success stories for internal and external audiences, packaging stories that center on evidence to further illustrate the impact of the programming.
  • Ensure the development and design of exceptional communication materials, including reports, activity plans, and information updates.
  • Serve as the main gatekeeper of high-quality reporting and communication activities for all Mine Action portfolios, drafting original content and providing strategic guidance on positioning and messaging of all reporting and communications materials.
  • Edit and finalize reports and communications materials.
  • Support integration with other DRC sectors.

Other

  • Support and accompany the HoP to in-country meetings, interpret where necessary, draft minutes and translate sector materials.
  • Correctly use DRC Dynamics functionalities in area of concern.

Reports to

DDG Head of Programme

Required experience and technical competencies

  • University degree in international relations, project management, business administration, or equivalent professional qualification.
  • Minimum 2 years of professional experience with an international development organization.
  • Proven writing and editing skills for external audiences (including governments and donors).
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Advanced English proficiency.
  • Fluency in local languages.
  • Experience working in the development or humanitarian field of mine action is a strong advantage.

We offer

Contract length: 3 months probationary period, followed by 21-months contract dependant on satisfactory performance with the possibility of extension based on available funding.

Level: H

Start date: May 2021
