Talent Acquisition Officer in Ukraine Delegation

Based in Kyiv

 

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has over 19,000 field staff.

In 2014, the ICRC expanded its presence to Ukraine. Currently, there are more than 600 ICRC staff working at various locations such as Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk and Odesa.

      AIM OF THE POSITION

The Talent Acquisition Officer is responsible for expanding the sourcing for potential talent, supporting the delegation to hire the right profiles by marketing ICRC as Employer of Choice in the Ukraine labour market.      

CORE RESPONSIBILITIES

  • Within ICRC global framework, establishes an HR recruitment strategy to increase the visibility of ICRC in Ukrainian market as “Employer of Choice” and expand the ICRC’s sourcing to maximum potential. 
  • Develops and implements creative talent search techniques to generate a pool of skilled candidates for present and future needs of the delegation. Consolidates the pool and tracks the potential candidates.
  • Provides expert brand strategies, using advertising and networking with associations, social networks, diasporas, academic circles, universities, schools and the humanitarian community, and conducting HR marketing campaigns (mid- to long-term approach). 
  • Contributes to pool analysis and conducts consequent environment scanning for targeted functions / positions.
  • Provides career guidance and coaches high-potential/rare profiles on how to develop to meet ICRC profile needs. Advises on competency building and guides candidates through the application process.
  • Monitors and evaluates HR marketing and sourcing activities and produces client-focused and consolidated data analysis.
  • Works in collaboration with various units to identify and analyse recruitment challenges, methods and processes and optimize recruitment tools. 
  • Supports the internal and external recruitment process and provides HR expertise to all levels of the organization. 
  • Channels all relevant information for the department or the delegation concerning recruitment to HR Responsible and HRM
  • Translates all types of documents from English to Ukrainian/Russian and vice versa, when necessary.
  • Takes part in evaluating recruitment activities and adjusts action plans and programmes accordingly, particularly during emergencies. 
  • Keeps the recruitment tools and candidates’ information up-to-date, or potentially develops them further. 
  • Maintains regular contacts and consequent communication with internal and external interlocutors in all ICRC sites and assures proper follow-up. 
  • Registers and treats information (general, specific) with confidentiality and accuracy. 
  • Contributes to conflict management related to recruitment.

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

POSITION REQUIREMENTS

      Education and professional qualifications

  • University degree or equivalent experience; specialized degree in HR an asset. 
  • Good command of English. 
  • Computer proficiency.
  • At least 4 years’ working experience in HR marketing, branding, talent acquisition/recruiting or in related field.
  • Experience in HR and/or project management an asset.
  • Two years’ experience in humanitarian field work an asset. 
  • Knowledge about local labour law an asset
