Background       

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Senior ICT Database Assistant with its Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities       

Under the supervision of the Database Administrator and overall guidance of the Head, ICT, the incumbent will be tasked with:

  1. Administering and maintaining relational database management systems (RDBMS) such as Microsoft SQL Server, Oracle Database Server, PostgreSQL, etc. Administering and maintaining in-house developed applications. Enhancing or modifying the systems as required by business units; creates and maintains requested interfaces to external data sources;
  2. Participating in application enhancement and development projects, including cooperation with external IT suppliers. Applying formal IT tools (data models, business processes and other diagrams) to represent requirements to external IT suppliers. Defining technical aspects of terms of reference for contracts with external IT suppliers; contributes into acceptance tests;
  3. Consolidating and analysing data from various sources. Supporting interfaces for data import from RDBMS, flat files, XML files, structured Excel, Word and PDF documents;
  4. Performing analysis and recommending for ICT related decision making;
  5. Considering RDBMS and ICT systems performance and recommends for their optimization. Assessing and proposes solutions based on user needs and requirements. Evaluating offers from external IT suppliers;
  6. Performing other related duties as required.

  Necessary Qualifications       

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by formal IT course training and extensive industry practice; 
  • A minimum of six years of work experience in database design and excellent knowledge of RDBMS;
  • Established experience in drafting technical instructions and training material for the users of distributed applications, ability to explain technically complex contexts;
  • Professional fluency in English, Ukrainian  and Russian languages, excellent written and oral communication skills in the mentioned languages;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment;
  • Knowledge of the following technologies is desirable: web-based application development, NET 4.0+ framework, ASP.NET, AJAX, HTML, CSS, and Microsoft SharePoint.

Remuneration Package       

Monthly remuneration, subject to social security deductions is 1225.00 Euro/month. Social benefits will include participation in the Cigna Health Insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
