Assignment

IMPACT will be undertaking assessments focusing on socio-economic and business conditions in Luhansk and Donetsk, and the Sea of Azov region during 2021.  The IMPACT Assessment Officer will support in planning, implementation and output production for these assessments. 

 Under the supervision of the IMPACT Assessment Officer, the incumbent is responsible for supporting the development of research design and data collection tools, the conduct of data analysis, the production of reports and factsheets and dissemination activities for IMPACT assessments. The may be asked to present findings to partners or other stakeholders, and/or represent IMPACT at coordination meetings. 

FUNCTIONS

Assessment preparation and planning

  • Conduct secondary data and literature review of English, Ukrainian and Russian language.
  • Liaise with local authorities to obtain relevant secondary data.
  • Drafting data collection instruments and data analysis plans in line with IMPACT tools and templates.
  • Adjusting research design based on inputs from HQ, ACTED and development partners.
  • Consulting internal stakeholders to ensure instruments are of a high quality and field-ready.
  • Preparing materials for enumerator and team leader training sessions.
  • Maintaining preparation and planning documentation, ensuring strict version control.
  • Either translate questionnaires or check the translated version for accuracy.

Research cycle management and coordination of data collection activities

  • Coordinating, with the support of the field manager and field team leaders, the implementation of household surveys and key informant interviews.
  • Contributing to enumerator and team leader training sessions in preparation for field.
  • Monitoring and adjusting data collection strategies and tools based on feedback from the field.
  • Ensuring overall quality of data and adherence to standard IMPACT processes.
  • Providing regular updates on the status of the research cycle.

Output production

  • Conduct analysis of primary data and secondary data. Providing suggestions in terms of data visualization and data communication. Liaise with the GIS and data teams in the production of analytical tools.
  • Drafting presentations and other products on assessments results. Assisting in the planning of – and participating in – dissemination events.
  • Ensuring tracking of all feedback provided on products. Maintaining a log of lessons learned and best practices.
  • Any additional tasks as required by the IMPACT unit.

Assessment follow-up

  • Support close compliance to M&E procedures of ACTED and IMPACT. Ensuring tracking of feedback provided on products. Maintaining a log of lessons learned.

REQUIREMENTS

Education

  • University level education in social sciences, political sciences, research or relevant field

 Technical requirements

  • At least 2 years of progressively responsible experience in research, data collection and/or report writing
  • Previous experience in the humanitarian sector in a research or monitoring and evaluation function
  • Excellent skills in Microsoft Office suite especially Excel skills (Pivot tables) and experience in data analysis / data interpretation
  • Understanding and familiarity with structures of datasets and frequency tables
  • Previous experience in managing complex professional relationships
  • Excellent English, Russian and Ukrainian reporting writing skills
  • Prior professional experience with InDesign preferred
