Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.


Place of work - Kostiantynivka, Donetsk region.

Qualifications

Education Degree: Bachelor’ (Medical doctor)Master's degree (specialist’s degree) in medicine.

Work experience: At least 2 years experience in Medical field or other related field and 2 years in humanitarian organization.

Language Skills: Fluent in Ukrainian, Russian, and upper intermediate (B2 according to the Common European Framework of Reference for Languages) level in English (speaking/reading/writing).

Knowledge & skills: Good critical thinking; Ability to synthesis a wide scope of information. Solid organizational skills, excellent communication and interpersonal skills. Solid programmatic, financial, and organizational planning skill is highly desirable.

Computer skills: Excellent knowledge of Microsoft Office (with focus on Excel and Word).

 

Tasks and Responsibilities:

1. QUALITY ASSURANCE OF MEDICAL PROJECTS ACTIVITIES.

  • Provide technical support to medical team and Project manager.
  • Participate actively in the supervision of health activities through checklists, observations, and report to the Health Coordinator and Health Program Manager.
  • Assess training needs, develop training plans, facilitate and perform training for medical and nonmedical staff, and follow up on the impact after training.
  • Provides technical support and supervision to health training sessions conducted by PUI staff to external entities and perform further follow-up of their quality to adjust the content.
  • Develop and implement Standard Operation Procedures (SOP) in coordination with the Health Coordinator and Project Managers for quality assured health service provision.
  • Ensure that the team is following up proper medical protocols, and applying them according to international and national recommendations and guidelines.
  • Organize and / or implement health needs assessments in collaboration with the team members under technical supervision of Health Coordinator.
  • Ensure appropriate health service provision, usage of medications, medical consumables or equipment according to the implemented Standard Operation Procedures.
  • Follow-up on the good implementation of continuum of care strategy (Linkage PHC / SHC level, supportive supervision of FMAPs, medical supplies of PHC facilities, analysis of epidemiological data, etc.).
  • Support in drafting the drug list for the voucher program design as far as treatment-related components are concerned.
  • Ensure the rational use of medicines and the proper administration of treatments in step with national international protocols.
  • Ensure all the documents and policies related to PUI Medical Unit are on place and used (tools, guidelines, training materials, awareness material, etc.).
  • Ensure the archiving of the documents, tools, and training materials in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.
  • Follow-up and analysis of epidemiological data (internal and external), in collaboration with the Health Coordinator and M&E department.
  • Ensure the quality of monitoring data and work in collaboration with the field team and under Health Coordinator supervision to support technically M&E activities.
  • Ensure that medical requests are in line with the procurement framework and internal procurement guidelines, in coordination with the Health Coordinator, mission Pharmacist, and Project Managers, logistic team.
  • Draw up Job descriptions as needed for health staff, in collaboration with the Health Coordinator.
  • Participate in the recruitment of health staff in collaboration with supervisors and Health Manager.
  • Ensure the respect of PUI rules and inform the Health Coordinator of any disrespect of the rules.
  • Collaborate with other departments (MHPSS, WASH) as needed to ensure smooth implementation and integration of services.
  • Ensure context strategic monitoring (heath legal framework, health reform, COVID-19 situation...)
  • Perform other related duties and responsibilities as required from Health Coordinator.

2. ENSURE REPORTING AND COORDINATION 

  • Support Project Managers and Health Coordinator with internal and external reporting.
  • Represent PUI with regional health authorities, UN, NGOs at field level for any meeting involving technical discussion upon Field Coordinator and Health Coordinator request.
  • Prepare monthly and quarterly 3Ws,4Ws and 5Ws, in coordination with the PM,  and share with the Health Coordinator.
  • Participate actively in the preparation and the smooth organization of a donors visit

3. ENSURE THE SAFETY 

  • Contribute to gathering information relating to safety in area of operation and disseminates this on a regular basis or ad hoc in the event of an emergency.
  • Ensure that PUI staff have access to a first aid kit, and PPE and able to use them according to the guidelines.
  • Ensure that project/s, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm’s way.
  • Alert the Head of Mission without delay, in case of impending danger to teams or beneficiaries.
  • Comply with PUI security procedures at all times. 
  • Remain aware of the security rules and social and political situation in the field at any time and provide feedback to the Health Project Manager or field coordinator.

4. CONTRIBUTE TO THE DEVELOPMENT OF THE MISSION 

  • Assist the Health Project Manager in the development of new interventions and/or adjustment of current interventions.
  • Participates in identifying health-related needs in coordination with the Health Coordinator and Field Coordinator.
  • Support technically in the preparation of project proposals for the Health sector.
  • Contribute to the development of the mission’s operational health strategy in line with PUI health policy and the country’s national health policy.
